PT Bojonegoro Bangun Sarana (BBS) is partnering with PT Humpuss, a company owned by Tommy Soeharto to build a model refinery. Meanwhile, the infrastructure contractor is the construction company, PT Tiera.
The information obtained states that the permit for the construction of an oil refinery has been approved by the Ministry of Energy and Mineral Resources (ESDM). So that when the construction of the oil refinery is completed, Bojonegoro has two oil refineries.
The location plan will be used for land by the Bojonegoro Regency Government on the edge of the main Bojonegoro-Nganjuk route, namely in Ngumpak Dalem Village, Dander District.
"The process now is an oil sale and purchase agreement or PJBM," said BUMD Director Ganesha Askari.
He revealed that the government has given two years starting from 2016 to build a mini model oil refinery. If PT BBS and its partners and PT Humpuss are unable to complete the construction, the share of crude oil is canceled.
"The target of building a mini oil refinery is two years.
If they cannot finish, the oil sale and purchase agreement will be canceled. The allocation of crude oil for Bojonegoro Regency is 30 thousand barrels per day. The details, PT BBS 10 thousand BPD, PT Humpus 10 thousand BPD, and an oil refinery in Sumengko Village, Kalitidu District owned by Pertamina EP 10 thousand BPD.
"Now, the mini refinery in Sumengko village has received six thousand barrels per day from PEPC, still waiting for an additional 4 thousand BPD from the government.
The government has agreed to allocate crude oil proportionally. Namely, from ExxonMobil Cepu Limited (EMCL), Pertamina EP Cepu (PEPC), and the Cooperation Agency.
