President Joko Widodo's desire to reduce the price of industrial gas to close to USD 6 per MMBtu requires a willingness from the government to reduce state revenues. Without the "permit", gas prices are difficult to reduce.
Head of SKK Migas Amien Sunaryadi stated, there are two ways to reduce the price of industrial gas. First, increasing the efficiency of upstream oil and gas operations / Second, reducing state revenues from the oil and gas sector. The non-tax state revenue (PNBP) of the oil and gas sector has contributed 6 percent to the state financial treasury.
The most contributing sector is tax revenue, which is 83-85 percent. The Ministry of Energy and Mineral Resources said the potential for a reduction in oil and gas PNBP reached Rp 3.5 trillion. If the price of industrial gas is reduced, for example to USD 4 per MMBtu, state revenues will decrease by Rp 6.17 trillion.
In addition to reducing PNBP, the efficiency of integrated oil and gas projects must also be improved. For example, increasing the level of domestic content (TKDN) and expanding the opportunities of Indonesian vendors to take part in it.
Pertamina President Director Dwi Soetjipto agreed with the government's move to conduct gas zoning. In essence, the distribution chain must be trimmed so that gas prices can be suppressed.
"Zoning in Sumatra must be seen which areas are potential so that gas prices at gas source locations can be cheaper. The Ministry of Energy and Mineral Resources acknowledged that the way to reduce the price of industrial gas is still dark. Therefore, the ministry is still staring at the upstream, midstream and downstream gas price structure, the reason is that the exact part of the industry gas price can not be reduced to USD 6 per MMBtu.
