Oil and Gas Production Data Accuracy addressed Again

Akurasi Data Produksi Migas Dibenahi Lagi

Flow meter adalah alat yang digunakan untuk mengetahui adanya suatu aliran material (liquid, gas, powder) dalam suatu jalur aliran. Harganya antara Rp 250.000 sampai Rp 500.000 per unit. Saat ini ada 263 blok migas milik Indonesia.

    Sebanyak 79 blok migas sudah produksi dan 184 blok masih eksplorasi. Direktur Minyak dan Gas Bumi Kementerian ESDM, IGN Wiratmaja Puja mengungkapkan selama ini pemerintah hanya memasang flow meter ketika minyak akan masuk kapal untuk dijual (Lifting). Sementara di fasilitas produksi tak pernah dipasang flow meter. Akibatnya tidak ada hitungan pasti jumlah produksi minyak Indonesia. Tragisnya, selama ini pemerintah dan Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) hanya menerima data jumlah produksi dari Kontraktor Kontrak Kerjasama (KKKS). Dengan peraturan menteri ini kami punya ukurannya dan realtime.

     Selama ini produksi kami terima Iaporan dari KKKS, kata Wiratmaja. Peraturan menteri tentang flow meter ini juga untuk melakukan pengawasan produksi minyak bumi. Nanti kami punya data Lifting dan data produksi. Kalau ada bocor cepat memonitor. Kepala Humas SKK Migas, Taslim Z, Yunus menyatakan, pemasangan flow meter ini baru dilakukan pada tahun depan. Sekarang belum ada dananya. Vice President Corporate Communication Pertamina Wianda Pusponegoro mengatakan, selama ini semua pipeline aliran migas milik Pertamina sudah terpasang flow, meter. Sammy Hamzah, Board of Director Indonesia Indonesian Petroleum Association (IPA) mengatakan, seluruh KKKS memakai flow meter. Ia tak mengetahui dasar pemasangan flow meter tersebut.
