PT Pertamina masih akan terus melanjutkan proyek modernisasi kilang atau refinery development masterplan progpam (RDMP) untuk meningkatkan produksi minyak. Salah Satunya proyek RDMP Cilacap yang bekerjasama dengan Saudi Aramco. Vice President Strategic Planning, Business Development and Operation Risk Direktorat Pengolahan Pertamina Achmad Fathoni Mahmud mengatakan, Saudi Aramco masih memberikan sinyal positif untuk ikut bersama Pertamina mengembangkan kilang Cilacap.
Biarpun begitu perjanjian pembentukan perusahaan patungan (joint venture) belum bisa ditandatangani. Hingga Saat ini, Pertamina dan Aramco masih melakukan Studi basic engineering design (BED) di Inggris. Untuk itu, Aramco dan Pertamina pun memperpanjang masa Head of Agreement (HOA) tahap I Selama Satu bulan atau sampai akhir 2016. HOA tahap I Seharusnya berakhir akhir November ini. Ternyata Studi BED panjang, perhitungan teknis dan komersialnya menyebabkan memanjang," jelas Achmad. Setelah Studi BED Selesai maka akan dilanjutkan perjanjian berikutnya ,yaitu HOA tahap 2. HOA tahap 2 dilakukan untuk membuat front end engineering design (FEED).
Sementara terkait proyek RDMP kilang Balongan dan kilang Dumai, tidak akan menggandeng investor. Achmad bilang, Saudi Aramco menginginkan pengerjaan proyek RDMP dilakukan bertahap. Sementara Pertamina menginginkan ketiga proyek RDMP yang bekerjasama dengan Saudi Aramco dilakukan bersamaan. Proyek pengembangan kilang Balongan dan Dumai kemungkinan besar akan dikerjakan oleh Pertamina Sendiri. Pertamina maunya Cepat. Itu masih ditanyakan kembali, kalau Aramco tidak mau diajak lari cepat, ya, Pertamina kerjakan Sendiri.
