Percepatan pengembangan kawasan Blok Natuna terancam gagal ditanda tangani pada tahun ini. Ada salah satu anggota konsorsium yang belum menyepakati aspek legal dan keekonomian. Denie S. Tampubolon, Senior Vice President Upstream Business Development Pertamina, menyebutkan, saat ini konsorsium East Natuna yang terdiri dari PT Pertamina, ExxonMobil Indonesia dan PTT Thailand masih dalam pembicaraan insentif dengan pemerintah terkait kontrak bagi hasil atau production sharing contract (PSC) Blok East Natuna.
Beberapa poin yang dibahas adalah masalah keekonomian dan legal dalam kontrak. Ada yang sudah sepakat, tapi ada juga beberapa yang masih dibahas lebih mendetail. Namun Denie enggan menyebutkan secara detail masalah keekonomian dan legal yang masih belum disepakati anggota konsorsium dan pemerintah. Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM IGN Wiratmaja Puja juga mulai pesimistis, penandatanganan kontrak East Namun bisa dilakukan dalam waktu dekat.
