Penerimaan Negara Bisa Dikurangi


    Salah satu langkah cepat untuk menurunkan harga gas industri adalah dengan mengurangi penerimaan negara di bagian hulu. Hingga saat ini, baru tiga sektor yang sudah dipastikan menikmati penurunan harga gas, yaitu industri baja, pupuk, dan petrokimia. Penurunan harga gas untuk industri diharapkan efektif mulai 1 Januari 2017. Usulan agar penerimaan negara dikurangi di bagian hulu diungkapkan mantan Direktur Utama PT Pertamina  Ari Soemarno, Selasa (29/11), di Jakarta. Menurut Ari, tak mudah menurunkan harga gas industri menjadi sekitar 6 dollar AS per MMBTU.

    Keekonomian lapangan gas di Indonesia berbeda-beda dan tidak bisa diperlakukan sama. Harga gas yang tinggi memang menyebabkan industri kita sulit bersaing. Namun, menurunkan harga gas juga tak mudah. Membandingkan harga gas dalam negeri dengan negara tetangga tidaklah tepat karena keekonoinian gas setiap lapangan berbeda-beda, tergantung dari tingkat kesulitan yang memengaruhi ongkos produksi dan jarak distribusi,” kata Ari. Agar harga gas industri bisa turun dengan cepat, pemerintah sebaiknya berkorban dengan mengurangi penerimaan negara dari sektor migas.

    Ia juga mengkritisi penerimaan migas yang tidak setimpal untuk belanja infrastruktur dan pengembangan migas di dalam negeri. Hal itu bisa dilihat dari tidak seimbangnya penerimaan migas dengan anggaran di kementerian terkait. Dalam hitungan saya, penerimaan migas dalam 50 tahun terakhir sekitar 500 miliar dollar AS. Namun, apa yang kita peroleh? Selama ini, uang yang kembali untuk pengembangan infrastruktur gas dan turunannya sangat kecil. Hampir susah dihitung kalau kita lihat anggaran di Kementerian ESDM, kata Ari. Minimnya infrastruktur migas turut memengaruhi harga gas di dalam negeri.

    Ia menyebut infrastruktur gas di Indonesia jauh tertinggal dari negara lain. Infrastruktur yang dimaksud adalah pipa gas, terminal penerimaan gas dan regasiiikasi (mengubah gas alam cair/LNG menjadi gas pipa). Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM I Gusti Nyoman Wiratmaja mengatakan, sejauh ini, konsep penurunan harga gas industri banl bisa diterapkan pada jenis industri baja, petrokimia, dan pupuki Sektor lainnya, yaitu industri keramik, kaca, sarung tangan, dan oleokimia, sedang dikaji. Penurunan harga tersebut direncanakan berlaku mulai 1 Januari 2017.
