Pertamina Berpeluang Kelola Blok Sanga-Sanga

PT Pertamina memiliki posisi yang kuat untuk bisa mengelola Blok Sanga-Sanga pasca habisnya kontrak pengelolaan Wilayah kerja minyak dan gas di Kalimantan Timur tersebut pada Agustus 2018. Pengamat energi dari Refor Miner Institute Komaidi Notonegoro mengatakan, keunggulan Pertamina yang paling utama adalah memiliki perlindungan hukum yang kuat, yakni Peraturan Menteri Energi dan Sumber Daya Mineral (ESDM) Nomor 15 Tahun 2015 dan Permen ESDM Nomor 30 Tahun 2016 tentang pengelolaan Wilayah kerja minyak dan gas bumi yang akan berakhir kontrak kerja samanya.

Hak partisipasi Sanga-Sanga dikuasai BP East Kalimantan sebesar 26,25%, Lasmo Sanga Sanga 26,25%, Virginia Indonesia Co LLC 7,5%, OPICOIL Houston Inc sebesar 20%, Universe Gas & Oil Company 4,37%, dan Virginia International Co LLC 15,63%. Saat ini, PT VICO Indonesia menjadi operator Blok Sanga-Sanga. Per 30 Juni 2016, SKK Migas mencatat Blok Sanga-Sanga telah menyumbang lifting atau produksi siap jual minyak sebanyak 18 ribu barel per hari. Sedangkan lifting gas sebanyak 31 ribu barel oil ekuivalen per hari (BOEPD). Komaidi menjelaskan Pertamina juga badan usaha milik negara (BUMN) yang 100% sahamnya dimiliki Negara.

Dengan demikian, Pertamina lebih mudah mengarahkan kebijakan korporasinya. Ketua Komisi VII DPR Gus Irawan Pasaribu mengatakan, Pertamina sudah cukup berpen- galaman di sektor hulu migas dan sisi iinansial juga kuat untuk mendukung operasional Blok Sanga-Sanga. Menurut Gus Irawan, Pertamina diharapkan bisa meningkatkan kinerja operasi Blok Sanga-Sanga. Dengan peningkatan produksi siap jual (lifting) tentunya akan menambah pemasukan negara, baik dari pajak maupun bukan pajak nantinya.

Direktur Hulu Pertamina Syamsu Alam mengatakan, Pertamina sudah memasukkan proposal untuk pengelolaan Blok Sanga-Sanga ke Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas (SKK Migas) dan juga pemerintah. Pertamina berencana mengintegrasikan Blok Sanga-Sanga dengan fasilitas produksi migas milik perseroan lainnya di Wilayah Kalimantan. Apalagi setelah Blok Mahakam akan mulai dioperasi Pertamina mulai awal 2018. Selain Sanga-Sanga, Pertamina juga berencana untuk mengambil alih Blok East Kalimantan yang akan berakhir kontraknya pada Agustus 2018. Saat ini Blok East Kalimantan dikelola PT Chevron Indonesia Company.

Kebetulan East Kalimantan di utara dan selatan ada Mahakam, dan ada juga Sanga-Sanga. Secara keseluruhan jadi satu kompleks, nanti diintegrasikan. Kementerian Energi dan Sumber Daya Mineral menargetkan tahun ini sudah ada keputusan nasib Blok Sanga-Sanga setelah kontraknya berakhir. Tujuannya agar ada kepastian investasi bagi operator di blok yang sudah beroperasi 50 tahun itu.
