Pemerintah memutuskan memberikan seluruh saham Blok Offshore Northwest Java (ONWJ) dilaut utara Jawa kepada PT Pertamina setelah kontraknya berakhir pada tahun depan. Pertamina diizinkan melepas sebagian kepemiIikannya itu kepada perusahaan lain secara bisnis. “Pemerintah ke Pertamina. Pertamina nanti silakan share down, tapi business to business,” kata Direktur Jenderal Minyak dan Gas Bumi, Kementerian Energi dan Sumber Daya Mineral, I Gusti Nyoman Wiratmaja. Kontrak Blok ONWJ bakal berakhir pada 18 Januari 2017.
Saat ini, 73,5 persen saham blok tersebut dikuasai PT Pertamina Hulu Energi ONWJ, anak usaha Pertamina. Energi Mega Persada ONWJ Ltd, Grup Bakrie, memiliki 24 persen. Sisanya dipegang KUFPEC Indonesia BV sebesar 2,5 persen. Direktur Hulu Pertamina, Syamsu Alam, mengatakan perseroan membuka peluang melepas sebagian kepemilikan Blok ONWJ. Pertamina bisa menawarkan kepada pemegang saham saat ini, atau calon mitra baru. Kementerian Energi berencana melanjutkan pengelolaan Blok ONWJ dengan, perpanjangan kontrak.
Artinya, kontrak saat ini berlanjut tanpa perubahan kepemilikan. Bahkan, penandatanganan persetujuan klausul pengembangan Blok ONWJ telah ditanda tangani oleh Pertamina, Energi Mega Persada, dan Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) pada akhir tahun lalu. Direktur Pembinaan Usaha Hulu Minyak dan Gas Bumi, Kementerian Energi, Tunggal, mengatakan pemerintah telah menyiapkan rancangan kontrak baru ONWJ. Draf kontrak Blok ONWJ sudah disiapkan, tapi belum disetujui menteri.
Syamsu mengaku telah mendapatkan informasi mengenai rencana pengakhiran kontrak ONWJ, di mana participating interest selepas terminasi blok tersebut diberikan kepada Pertamina. Mekanismenya seperti Mahakam. Pertamina juga membuka peluang melepas saham partisipasi kepada pemerintah daerah. Sebab, berdasarkan Peraturan Pemerintah Nomor 35 Tahun 2004 tentang Kegiatan Usaha Hulu Minyak dan Gas Bumi, pemerintah daerah melalui BUMD berhak memiliki saham partisipasi sebesar 10 persen.
Tahun lalu, Kementerian Energi menyerahkan saham partisipasi 10 persen kepada pemerintah Jawa Barat. Sebab, kewenangan mengelola saham partisipasi bagi blok yang terletak lebih dari 12 mil dari garis pantai merupakan milik pemefintah pusat. SKK Migas menargetkan produksi gas Blok ONWJ sebesar 24,6 ribu loarel setara minyak per hari. Per akhir Agustus lalu, realisasi melampaui target, yakni mencapai 27,8 ribu barel setara minyak per hari. Sedangkan minyak yang dihasilkan 36,3 ribu barel per hari, dari target sebesar 37,3 ribu barel per hari. Pada tahun depan produksi minyak Blok ONWJ diperkirakan turun 36,5 ribu barel per hari. Sebaliknya, produksi gas bakal naik menjadi 36,3 ribu barel setara, minyak per hari.
