Rosneft Akuisisi Kilang Minyak Essar Oil
Perusahaan minyak Rusia, Rosneft, kian ekspansif. Terbaru, Rosneft membeli kilang minyak Essar Oil. Rosfnet setuju perusahaan kilang minyak asal India seharga US$ 13 miliar. Selain Rosneft, kilang minyak milik Essar juga diminati Saudi Aramco. Namun raksasa minyak asal Rusia itu yang memenangkannya karena berani membayar dua kali lipat dari nilai Essar.
Sebelumnya, valuasi Essar diperkirakan mencapai US$ 5,7 miliar. Belakangan, Rosneft bersedia membayar US$ 13 miliar dan menjadi nilai akuisisi terbesar yang pernah terjadi antara perusahaan India dan Rusia. Chief Executive Ojjicer (CEO) Rosneft Igor Sechin memang tengah getol memburu aset penyulingan minyak. Ia ingin cadangan minyak Rusia aman.
Sejatinya proses pembelian kilang minyak Essar sudah berlangsung lama. Sechin telah memulai pembicaraan sejak 2014 untuk membeli 49% saham Essar dari pemiliknya, kakak adik Ravi dan Shashi Ruia. September 2015 lalu, Sechin melakukan perjalanan ke India untuk bertemu pemilik Essar. Pada kesempatan itu, ia menegaskan keinginan Rosneft membeli kilang minyak Essar.
Sang pesaing, Saudi Aramco yang juga meminati kilang minyak milik Essar mengajukan penawaran senilai US$ 9 miliar. Pada akhirnya, Essar memilih Rosneft. Namun, Reuters menyebut, dibalik kemenangan Rosneft ada sedikit ancaman. Menurut dia, jika Essar menolak pinangan Rosfnet, maka India akan kehilangan dukungan keuangan dan pasokan minyak dari Rusia.
Rosfnet, Essar dan Saudi Aramco menolak mengomentari soal akuisisi kilang minyak tersebut. Keberhasilan Rosfnet tidak lepas dari campur tangan Presiden Rusia Vladimir Putin. Putin telah bernegosiasi dengan Perdana Menteri India Narendra Modi. Keduanya pertama kali membahas rencana tersebut sejak Mei 2014 di sela-sela acara forum ekonomi St Petersburg di Rusia.
Bagi Rusia, kesepakatan dengan India menjadi tonggak penting dalam membangun kerajaan minyak dunia. Meskipun Rusia saat ini tengah menghadapi sanksi atas tindakannya di Ukraina. Kesepakatan itu juga menandai persaingan dengan Arab Saudi sebagai negara eksportir minyak mentah terbesar di dunia.
Sedangkan bagi India kesepakatan ini akan mengurangi utang India sebesar US$ 140 miliar dan memberi peluang ekspansi bagi Essar. Para pejabat di kantor Modi menolak berkomentar soal ini. Juru bicara Putin, Dmitry Peskov membantah ada intervensi dari Putin. Ia mengakui pemerintah akan membela kepentingan perusahaan Rusia. Ia menegaskan soal pembelian kilang Essar tidak ada perintah dari Putin.
