Modernization of oil refineries
PT Pertamina dan Saudi Aramco akan menandatangani kesepakatan pembentukan perusahaan patungan pada 22 Desember mendatang. Kepastian ini menjadi tanda Saudi Aramco mendukung modernisasi tiga kilang minyak untuk meningkatkan produksi. Direktur Megaproyek Pengolahan dan Petrokimia Pertamina Rachmad Hardadi mengatakan, dua perusahaan minyak tersebut akan mengadakan pertemuan terkait kesepakatan pembentukan joint venture untuk pengembangan kilang di Indonesia. "Tapi belum tahu (kilang yang mana), nanti kita bicarakan.
Aramco pegang tiga konsesi, kata Rachrnad. Saudi Aramco memiliki hak konsesi dalam pengembangan proyek kilang di Indonesia, yaitu Refinery Development Master Plant (RDMP) Cilacap, Balongan, dan Dumai. Saudi Aramco menginginkan pengerjaan tiga kilang itu berlangsung secara bertahap. Sedangkan dari pihak Pertamina menginginkan pembangunan kilang dilakukan secara paralel. Maka dari itu yang paling siap berlanjut dengan pembentukan joint venture adalah Kilang Cilacap. Itu setelah dilakukan Head of Agrement (HOA) pada 26 November lalu.
Sementara HOA Kilang Dumai dan Kilang Balongan sudah kedaluwarsa, karena tenggat waktunya sudah melebihi satu tahun. Sebelumnya Wakil Direktur Utama Pertamina Ahmad Bambang membeberkan, antara Saudi Aramco dan Pertamina selalu menjalin komunikasi dengan baik. Lantaran HOA kedaluwarsa, kerjasama di kilang Dumai dan Balongan diberhentikan terlebih dahulu. Sementara Rachmad enggan menjelaskan lebih lanjut. Yang jelas, kata Rachmat, salah satu fokus pertemuan dengan CEO Saudi Aramco tersebut akan membahas tentang pengembangan Kilang Balongan.
Kilang Balongan yang biasanya mendapatkan naphtha dari Kilang Balikpapan akan kekurangan asupan naphtha pada tahun 2019 mendatang, yakni saat Kilang Balikpapan selesai proses upgrading. Untuk mengatasi hal tersebut, Rachmad menginginkan, Pertamina mengebut pengerjaan pengembangan kilang Balongan. Sehingga pada saat kilang Balikpapan selesai proses upgrading, berbarengan dengan kilang Balongan.
