Kementerian Energi dan Sumber Daya Mineral (ESDM) menyatakan pengelolaan sumber daya alam minyak dan gas bumi milik negara harus dapat memberikan manfaat dan penerimaan yang maksimal bagi negara untuk sebesar-besar kemakmuran rakyat. Gross split merupakan bentuk kontrak kerja sama di bidang migas yang pembagian hasilnya ditetapkan berdasarkan hasil produksi bruto (gross) migas. Skema gross split tidak rumit, sehingga mengurangi birokrasi dan mempercepat investasi di bidang migas.
Menteri ESDM Ignasius Jonan mengatakan dalam penerapan skema gross split itu kedaulatan negara merupakan segalanya. “Pemerintah menetapkan syarat ketat terkait penggunaan Tingkat Komponen Dalam Negeri (TKDN) dalam penunjukan pengelolaan Wilayah kerja. Selain itu, penggunaan tenaga kerja nasional khususnya tenaga kerja di Wilayah kerja juga menjadi prioritas,” kata Jonan. Jonan menuturkan konsep gross split ini sudah disosialisasikan sebelumnya.
Terkait pokok-pokok gross split ini, Menteri ESDM telah menyampaikan hal tersebut kepada 20 kontraktor kontrak kerja sama (KKKS) terbesar, Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) dan pengurus Indonesian Petroleum Association (IPA). Dia mengungkapkan secara umum peserta yang hadir memahami upaya Pemerintah untuk meningkatkan iklim investasi hulu migas, antara lain dengan penerapan skema gross split yang tidak rumit dan mengurangi birokrasi.
Skema gross split akan diterapkan dengan mengedepankan prinsip fairness dan tetap mengutamakan kepentingan nasional,” tegasnya. Dalam Waktu dekat Kementerian ESDM akan melakukan sosialisasi terkait skema gross split ini kepada seluruh pihak, khususnya pelaku usaha di industri hulu migas. Sosialisasi tersebut sekaligus untuk menjelaskan bahwa skema gross split, antara lain bertujuan untuk menciptakan para kontraktor hulu migas dan bisnis penunjangnya menjadi entitas bisnis yang global and regional competitive.
Lebih lanjut Jonan menegaskan fungsi SKK Migas tetap penting pada skema gross split. SKK Migas berperan dalam melaksanakan pengelolaan kegiatan usaha hulu minyak dan gas bumi berdasarkan Kontrak Kerja Sama. SKK Migas akan menjalankan fungsi pengawasan dan pengendalian. Instrumen pengawasan dan pengendalian seperti saat ini, yaitu Plan of Development (POD), Work Program and Budget (VVP&B), Authorization for Expenditure (AF E), Audit Ketaatan terhadap Regulasi , dan lain-lain, tetap berjalan.

Further Jonan SKK Migas confirms functions remain important in the scheme of gross split. SKK Migas role in managing the upstream activities of oil and gas under the Cooperation Contract. SKK Migas will perform the function of monitoring and control. Instruments of supervision and control as it is today, namely the Plan of Development (POD), Work Program and Budget (VVP & B), Authorization for Expenditure (AF E), Audit Compliance with Regulations, and others, still running.
