Kebijakan tersebut dibahas dalam rapat koordinasi menteri yang membicarakan industri strategis. November lalu, Kementerian ESDM menurunkan harga gas tiga industri, yaitu pupuk, petrokimia, dan baja, melalui Peraturan Menteri ESDM Nomor 40 Tahun 2016 tentang Harga Gas Bumi untuk Industri Tertentu.
Dia melanjutkan, pemerintah menghadapi persoalan dalam penghitungan penurunan harga gas unuk dua industri tersebut Yakni, multiplier effect yang dapat timbul karena penurunan harga gas. Berdasar hitungan Kementerian ESDM, multiplier effect dari penurunan harga gas kedua sektor industri cukup kecil. Angka itu masih jauh jika dibandingkan dengan pupuk, kaca, dan petrokimia. Untuk tiga sektor yang sudah diputuskan, dampaknya terhadap peningkatan revenue bisa lebih dari 30 persen.
