Pengamat energi UGM Fahmy Radhi mengatakan, sejumlah langkah perlu dilakukan untuk mewujudkan PT Pertamina sebagai perusahaan energi berkelas dunia. Salah satunya adalah aktif berekspansi ladang migas di luar negeri dengan tahap awal lapangan sudah berproduksi. Langkah kedua, lanjutnya, Pertamina harus ditunjuk menguasai aset melalui monetasi dengan tujuan menaikkan “international leverage”. Pemerintah dan DPR tidak boleh menjadikan Pertamina sebagai ‘sapi perah’ dan penyetor dividen. Berikan keleluasaan Pertamina menggunakan dividen untuk ekspansi, terutama blok di luar negeri. Pertamina tengah menuju perusahaan energi kelas dunia dengan konsisten menjalankan kegiatan bisnis berdasarkan prinsip tata kelola yang baik. Laporan keuangan kuartal ketiga 2016 Pertamina menyebutkan perseroan meneken kesepakatan “head of agreement” (HoA) dengan Repsol untuk mengembangkan unit “treated distillate aromatic extract” (TDAE) di Kilang Cilacap, Jateng.
Pabrik berkapasitas 60.000 ton Ton DAE per tahun dengan nilai investasi 80 juta dolar AS itu direncanakan mulai beroperasi 2019. Program efisiensi “breakthrough project” (BTP) kuartal III 2016 telah menghasilkan penghematan hingga USS 1,6 miliar. Sejumlah proyek prioritas Pertamina di hulu antara lain Matindok Gas Development Project, Jambaran-Tiung Biru Gas Field, dan Geothermal Lumut Balai 1&2 serta Ulubelu 3&4. Pada bisnis midstream serta gas pipeline network, proyek prioritas seperti Muara Karang-Muara Tawar-Tegalgede (Jawa Barat), dan Gresik-Semarang (Jawa Timur dan Jawa Tengah).
Di hilir, Pertamina fokus Proyek Langit Biru Cilacap dan Terminal BBM Pulau Sambu. Di luar negeri, PT Pertamina Internasional Eksplorasi dan Produksi (PIEP) telah beroperasi di tiga negara yakni Aljazair, Irak, dan Malaysia dengan produksi 120.000 barel setara minyak per hari (BOEPD). Selanjutnya, pada 2025, produksi PIEP di luar negeri ditargetkan menjadi 600.000 BOEPD yang 420.000 barel per hari adalah minyak. Pada 2030, dari ladang migas di dalam dan luar negeri dapat diperoleh dua juta BOEPD. Untuk itu semua, sampai 2030, Pertamina menyiapkan anggaran US$ 146 miliar. Pertamina juga menjajaki kerja sama di Afrika Barat, Timur Tengah, Asia Barat, Rusia, dan Iran dengan incaran cadangan minyak minimal 50 juta barel dan produksi di atas 35.000 barel per hari.
