Tenggat Belum Ditentukan
Pemerintah belum dapat menentukan tenggat waktu pembekuan keanggotaan Indonesia di organisasi negara ekspotir minyak atau Organization Petroleum Exporting Countries (OPEC). Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan mengatakan, pemerintah belum dapat menentukan sampai kapan Indonesia akan membekukan keanggotaan OPEC setelah keputusan organisasi yang berdiri sejak 1960 itu memangkas produksi minyak 1,2 juta barel per hari (bph) mulai 1 Januari 2017.
Menurutnya, keputusan OPEC untuk memotong produksi minyak 1,2 juta bph di luar kondensat. Berdasarkan keputusan tersebut, Indonesia mernperoleh jatah untuk memotong 5 %. produksi minyak atau 37.000 bph. Langkah pemangkasan produksi itu, menurut Jonan, berkebalikan dengan kondisi keuangan negara yang masih membutuhkan pendapatan dan produksi minyak dan gas bumi. Padahal kebutuhan penerimaan negara masih besar dan pada RAPBN 2017 disepakati produksi minyak pada 2017 turun 5.000 bph dibandingkan 2016.
Menurutnya, pemangkasan produksi minyak 37.000 bph terlalu besar dampaknya terhadap penerimaan negara. Jonan menambahkan, sebagai negara pengimpor minyak, pemotongan kapasitas produksi ini tidak menguntungkan bagi Indonesia lantaran harga minyak yang justru akan bergerak naik. Indonesia tercatat sudah dua kali membekukan keanggotaan di OPEC. Pembekuan pertama pada 2008 dan efektif berlaku mulai 2009. Indonesia memutuskan kembali aktif sebagai anggota OPEC pada awal 2016.
Namun, Indonesia kembali membekukan keanggotaan OPEC. Pembekuan sementara tersebut menjadi keputusan terbaik bagi seluruh anggota OPEC. Pasalnya, keputusan pemotongan produksi minyak 1,2 juta bph bisa dijalankan. Di sisi lain, Indonesia tidak terikat dengan keputusan yang diambil sehingga tetap sejalan dengan kepentingan nasional Indonesia
