Melalui skema kontrak bagi hasil produksi (production sharing contract/PSC) gross split, pemerintah dan kontraktor langsung membagi bagiannya masing-masing.Pemerintah akan mendapatkan bagi hasil juga pajak dari kegiatan hulu tanpa menanggung biaya operasi dan investasi yang dikeluarkan kontraktor untuk menghasilkan minyak dan gas. Sementara itu, dalam skema PSC cost recovery, pemerintah harus menanggung biaya produksi migas. Sebagai contoh, Chevron Pacific Indonesia di Blok Rokan memproduksi migas 102,645 juta barel setara minyak dengan nilai US$4,986 miliar. Dari hasil produksi itu, pemerintah membayar cost recovery US$2,034 miliar, pendapatan negara US$2,736 miliar, sedangkan Chevron meraih US$ 214 juta.
Menteri Energi dan Sumber Daya Mineral Ignasius Jonan mengatakan, industri hulu migas sulit untuk beroperasi secara efisien dengan pola kontrak bagi hasil cost recovery. Pasalnya, pada skema tersebut, kontraktor kontrak kerja sama (KKKS) tak perlu memperhitungkan biaya operasi yang dikeluarkan karena semua biaya yang terkait produksi akan diganti pemerintah. Untuk itu, bagi kontrak baru blok migas akan diterapkan skema bagi hasil gross split agar pemerintah tak dibebankan biaya operasi atas pengelolaan hulu migas yang telah beroperasi lebih dari 30 tahun.
Berdasarkan data Kementerian ESDM, biaya produksi minyak di Tanah Air oleh 20 KKKS bervariasi dengan gap cukup lebar yaitu US$7,05-US$ 37,99 per barel. Jonan menjelaskan, dengan gap biaya produksi yang lebar itu, kontraktor seharusnya dapat berkompetisi agar mampu menghasilkan minyak dengan biaya rendah. Kompetisi itu akan tercipta jika skema bagi hasil gross split yang digunakan.
Jonan justru meyakini pola gross split bakal menarik minat investasi di sektor hulu migas, karena terdapat peluang mendapat keuntungan lebih besar jika kontraktor beroperasi secara efisien.
