Fresh wind for PLN & Private Electricity Producers

The government began to realize the LNG import policy, one of them by giving permission to import liquefied natural gas to independent power producers and PT Perusahaan Listrik Negara (PLN) to meet their own needs.

Minister of Energy and Mineral Resources (ESDM) Ignatius Jonan claimed to have signed a ministerial decree that regulates gas to the power sector. Independent power producers or Independent Power Producer (IPP) and PLN are allowed to import. However, gas imports should not be conducted through intermediaries. Both IPP and PLN, he said, need to import LNG is used as a power generator directly without using an intermediary. Its use should also be worn alone.

He assessed the implementation of LNG import to consider the cost of the electricity sector in upstream and downstream gas that can not be controlled. According to him, rather than having to wrestle to get reasonable prices and the supply chain in the upstream to downstream, it is better to use market scheme that upstream and downstream industries can customize. Moreover, about 60% of buyers of LNG in the country comes from the electricity sector. LNG price formula that has incorporated components of the oil price could be a reference to get a fairer price.

Through this regulation, the government will set a limit price of LNG and gas pipelines in the country that can be tolerated, ie 8% -11.5% and the price of Indonesian crude. If the selling price is above the limit, IPP and PLN are allowed to bring LNG from overseas to turn the power plants.

Angin Segar Buat PLN & Produsen Listrik Swasta

Pemerintah mulai merealisasikan kebijakan impor LNG, salah satunya dengan memberikan izin impor gas alam cair kepada pengembang listrik swasta dan PT Perusahaan Listrik Negara (PLN) untuk memenuhi kebutuhan sendiri.

Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan mengaku telah meneken peraturan menteri yang mengatur kebutuhan gas bagi sektor kelistrikan. Pengembang listrik swasta atau Independent Power Producer (IPP) dan PLN diperbolehkan melakukan impor. Namun, impor gas tidak boleh dilakukan melalui perantara. Baik IPP maupun PLN, katanya, harus mengimpor LNG yang digunakan sebagai tenaga pembangkit secara langsung tanpa menggunakan perantara. Penggunaannya juga harus dipakai sendiri.

Dia menilai, pemberlakuan impor LNG untuk sektor kelistrikan mempertimbangkan biaya di tingkat hulu dan hilir gas yang tak bisa dikendalikan. Menurutnya, daripada harus bergulat mendapatkan harga terjangkau dan rantai pasok di hulu hingga hilir, lebih baik menggunakan skema pasar agar industri hulu dan hilir dapat menyesuaikan. Apalagi, sekitar 60% pembeli LNG dalam negeri berasal dari sektor kelistrikan. Formula harga LNG yang telah memasukkan komponen harga minyak bisa dijadikan acuan untuk mendapat harga yang lebih adil.

Melalui peraturan tersebut, pemerintah akan menetapkan batas harga jual LNG dan gas pipa dalam negeri yang bisa ditoleransi, yaitu 8%-11,5% dan harga minyak mentah Indonesia. Bila harga jualnya di atas batas tersebut, IPP dan PLN diperbolehkan mendatangkan LNG dari luar negeri untuk menghidupkan pembangkit listrik.

Kepala Satuan Unit Komunikasi Korporat PLN I Made Suprateka menilai kebijakan impor gas dapat meningkatkan daya saing harga di dalam negeri. Kadang harga gas dalam negeri belum kompetitif, dengan ini berani akan ada daya saing, sehingga biaya pokok produksi juga bisa turun.
