Namun, soal penambahan kapasitas produksi masih melalui kajian. “Apakah dalam studi enam bulan itu apakah betul ada yang minat bangun industri hilir di sana,” kata Jonan.

Ia menuturkan, jumlah kapasitas produksi yang dikehendaki baik oleh pemerintah maupun kontraktor relatif tidak berbeda. Kontraktor menghendaki untuk bisa meningkatkan kapasitas produksi sebesar 9,5 juta ton per tahun (mtpa) gas alam cair (LNG) dan 150 juta standar kaki kubik per hari (mmscfd) gas pipa. Sementara, pemerintah menawarkan pemberian tambahan produksi sebesar 7,5 mtpa LNG dan 474 mmscfd yang diperuntukan untuk gas pipa. Namun, fokusnya adalah ketersediaan penyerapan gas pipa yang dialokasikan. “Lainnya sudah disepakati akan di finalisasi segera dalam bentuk kontrak dan dibuat rencana pengembangan (Plant of Development/ POD),” ujarnya.

Sebelumnya, pemerintah mengajukan enam poin insentif terkait proyek kilang Masela ini. Pertama, peningkatan kapasitas produksi Blok Masela. Insentif lainnya yang sudah disepakati adalah moratorium kontrak selama tujuh tahun lantaran Inpex harus mengubah skema pengembangan dari kilang pengolahan di laut menjadi di darat. Lalu, penggantian biaya operasi selama studi pembangunan kilang di laut melalui skema cost recovery setelah proses audit.

Sementara itu, Wakil Menteri ESDM Arcandra Tahar enggan berbicara lebih banyak terkait pertemuannya hari Kamis (26/ 1) dengan Inpex di Kantor Menko Maritim. Juru Bicara Inpex, Usman Slamet, menjelaskan, pertemuannya hari ini

menindaklanjuti pertemuan Pemerintah Indonesia dan Pemerintah Jepang di Istana Bogor beberapa waktu lalu. Usman mengatakan, perlu waktu dan pembahasan yang perinci untuk bisa segera merealisasikan proyek di sumur abadi ini. Usman mengatakan, pihaknya dan Pemerintah Indonesia tetap akan sepakat untuk menjalankan proyek ini dengan bekerja sama

dengan Pertamina sebagai operator kilang.

Direktur Utama PT Pertamina Persero Dwi Sucipto mengatakan, Pertamina sudah sepakat untuk ikut gabung dalam proyek sumur abadi   Namun, hingga kini Pertamina masih menanti kesepakatan antara pemerintah Indonesia dan Inpex. Dwi mengatakan, nilai investasi kilang Masela masih harus dihitung ulang. Ia mengatakan, ada perubahan pada nilai investasi yang nantinya hal tersebut menjadi acuan berapa persen Pertamina bisa ikut andil dalam proyek abadi itu.
