Salah satu pertimbanganya adalah ketegasan dari calon pembeli gas lapangan Jambaran-Tiung Biru (J -TB). Kalaupun hasil pemenangnya sudah ada dan harga gasnya belum sepakat kan sama saja. Jadi harus pararel.

Sebelumnya beredar kabar ada tiga calon pembeli gas, yakni PT Pupuk Kujang Cikampek, PT PLN dan PT Pertamina. Namun, pihak PT Pupuk Kujang Cikampek dan PT PLN mundur, membatalkan pembelian gas dari lapangan J-TB tersebut. Dengan alasan ke ekonomisan yang menguntungkan perusahaan.
