Enhanced efficiency Balongan Refinery



PT Pertamina to increase efficiency Balongan refinery in Indramayu, West Java, through a number of facilities. Amenities in the form of subsea pipeline and mooring point for loading and unloading tankers, crude oil. With the existence of such facilities, crude oil loading and unloading process can be accelerated so as to reduce the cost of transportation.

Project construction of facilities that are marked with pole erection, Thursday (16/2). The event was attended by Minister of Energy and Mineral Resources (ESDM) Ignatius Jonan, Minister of State Owned Enterprises (SOEs) Rini Soemarno, Acting Director of Pertamina Yenni Andayani, and Director of Processing and Petrochemical Pertamina megaproject Rachmad Hardadi. Projects worth Rp 1.79 trillion is expected to be completed in 2018.

The facilities were built in this project are located in the onshore and offshore. For offshore, the facility is constructed underwater pipe diameter of 32 inches along 15.2 kilometers and point mooring tanker for unloading crude oil (single point mooring) with a capacity of 165,000 deadweight tonnage (DWT). The facilities were built on land in the form of an underground pipeline 32 inches in diameter of 500 meters, a storage tank unit with a capacity of 22,000 kiloliters, and modify a number of tanks.

Package workmanship engineering, development, and construction was carried out by PT Industrial and InterMoor Ltd, while the package by a consortium of Japanese craftsmanship. This project can absorb about 600 workers. "When lean tanker for loading and unloading process becomes faster, that is, from the original 65 hours to 36 hours. Transportation costs can be reduced up to 33 percent. This project as well as replace the old facility that was 40 years old, "said Rachmat.

Rachmat added, Balongan refinery into the master plan for development program refinery (RDMP) which will increase the refinery capacity of 125,000 barrels per day to 240,000 barrels per day. RDMP project investment value of 1.2 billion US dollars and done starting this year until 2020. In addition to the Balongan refinery, refineries owned by Pertamina included in RDMP is the Cilacap refinery in Central Java, Riau Dumai refinery, and refineries in Balikpapan, East Kalimantan.

Energy Security

In his acceptance speech, Jonan said, according to the mandate of President Joko Widodo, Indonesia must marndiri in fuel oil (BBM) in the future. Currently, the domestic fuel needs of about 1.6 million barrels per day with a production capacity of domestic refineries around 800,000 barrels per day. The capacity of the refinery is expected to rise to 2 million barrels per day with the new refinery construction project and RDMP. "Refiners in the country should

Therefore, the operational reserve in the form of availability of fuel should be increased to 30 days. Based on the record of Pertamina, the operational reserve premium, pertamax or diesel range 16-22 days. Improved operational reserve requires the addition of petroleum storage tanks in the country. To accelerate the construction of the refinery, the government has issued Presidential Regulation Number 146 Year 2015 on the Implementation of Construction and Development of Domestic Oil Refinery.

In that regulation, set on refinery construction scheme, both by enterprises and cooperation with government entities, as well as incentives for investors.

Efisiensi Kilang Balongan Ditingkatkan 


PT Pertamina meningkatkan eiisiensi kilang Balongan di Indramayu, Jawa Barat, melalui sejumlah fasilitas. Fasilitas itu berupa pipa bawah laut dan titik tambat tanker untuk bongkar muat, minyak mentah. Dengan keberadaan fasilitas tersebut, proses bongkar muat minyak mentah bisa dipercepat sehingga menekan biaya transportasi.

Proyek pembangunan sejumlah fasilitas itu ditandai dengan pemancangan tiang, Kamis (16/ 2). Acara itu dihadiri Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan, Menteri Badan Usaha Milik Negara (BUMN) Rini Soemarno, Pelaksana Tugas Direktur Utama Pertamina Yenni Andayani, dan Direktur Megaproyek Pengolahan dan Petrokimia Pertamina Rachmad Hardadi. Proyek senilai Rp 1,79 triliun ini diharapkan selesai pada 2018. 

Fasilitas yang dibangun dalam proyek ini berlokasi di darat dan di lepas pantai. Untuk lepas pantai, fasilitas yang dibangun berupa pipa bawah laut berdiameter 32 inci sepanjang 15,2 kilometer dan titik tambat tanker untuk 
bongkar muat minyak mentah (single point mooring) dengan kapasitas 165.000 deadweight tonnage (DWT). Adapun fasilitas yang dibangun di darat berupa pipa bawah tanah berdiameter 32 inci sepanjang 500 meter, satu unit tangki penyimpanan berkapasitas 22.000 kiloliter, serta memodifikasi sejumlah tangki.

Paket pengerjaan teknik rekayasa, pengembangan, dan konstruksi dilakukan PT Rekayasa Industri dan InterMoor Ltd, sedangkan paket pengerjaan oleh konsorsium dari Jepang. Proyek ini dapat menyerap sekitar 600 tenaga kerja. ”Waktu bersandar kapal tanker untuk proses bongkar muat menjadi lebih cepat, yaitu dari semula 65 jam menjadi 36 jam. Ongkos transportasi bisa ditekan hingga 33 persen. Proyek ini sekaligus menggantikan fasilitas lama yang sudah berusia 40 tahun,” kata Rachmad.

Rachmad menambahkan, kilang Balongan masuk ke dalam program rencana induk pengembangan kilang (RDMP) yang akan meningkatkan kapasitas kilang dari 125.000 barrel per hari menjadi 240.000 barrel per hari. Nilai investasi proyek RDMP sebesar 1,2 miliar dollar AS dan dikerjakan mulai tahun ini hingga 2020. Selain kilang Balongan, kilang milik Pertamina yang termasuk dalam RDMP adalah kilang Cilacap di Jawa Tengah, kilang Dumai di Riau, dan kilang Balikpapan, Kalimantan Timur.

Ketahanan Energi

Dalam pidato sambutannya, Jonan mengatakan, sesuai amanat Presiden Joko Widodo, Indonesia harus marndiri dalam bahan bakar minyak (BBM) di masa mendatang. Saat ini, kebutuhan BBM di dalam negeri sekitar 1,6 juta barrel per hari dengan kapasitas produksi kilang dalam negeri sekitar 800.000 barrel per hari. Kapasitas kilang diharapkan naik menjadi 2 juta barrel per hari dengan proyek pembangunan kilang baru maupun RDMP. ”Kilang dalam negeri harus bisa memenuhi kebutuhan BBM di dalam negeri. Barangkali butuh waktu 5 tahun, tetapi memang harus segera dimulai dari sekarang" kata Jonan.

Karena itu, cadangan operasional berupa ketersediaan BBM harus ditingkatkan menjadi  30 hari. Berdasarkan catatan Pertamina, cadangan operasional premium, pertamax ataupun solar berkisar 16-22 hari. Peningkatan cadangan operasional membutuhkan penambahan tangki penyimpanan BBM di dalam negeri. Untuk mempercepat pembangunan kilang, pemerintah telah menerbitkan Peraturan Presiden Nomor 146 Tahun 2015 tentang Pelaksanaan Pembangunan dan Pengembangan Kilang Minyak di Dalam Negeri. 

Dalam peraturan itu, diatur mengenai skema pembangunan  kilang, baik oleh badan usaha maupun kerja sama badan usaha dengan pemerintah, serta insentif bagi investor.
