Import Rules Gas Industry Immediate Release



The government is preparing a gas import rules in order to provide cheap gas for the industry. However, one of the requirements that must be met for it is the industrial infrastructure and the floating storage unit (FSRU). "We are preparing regulations ministers. Some of our criteria are being set up. In the near future, will be issued soon," said Director General of Oil and Gas at the Ministry of Energy and Mineral Resources (ESDM) I Gusti Nyoman Wiratmadja Puja.

According to him, one of the terms of gas imports in the form of direct ownership of infrastructure such as storage and regasification unit is very important given the lack of a gas infrastructure in Indonesia. The criteria is quite small it was also made to prevent the import of gas by the company that the capital only permits only. Not only that, the new gas import permits issued if the price of imported gas is also cheaper than the price in the country after going through the process of regasification. "There are several requirements that must be met in order to be imported, ie only those who have a regasification infrastructure, so not the paper company. We have to avoid it," said the Director of the Directorate General of Oil and Gas Downstream Gas MEMR Rini Tri Hutami.

Energy expert from Trisakti University Rakhamanto said Pri Agung, gas import policy does not necessarily make the price cheaper gas industry. Because the price of gas follows the price on the international market. According to him, the average oil price of USD 50 per barrel, the price of LNG to the harbor in the Asia Pacific region to around USD 8 per MMBTU. "Not that the import of cheap gas and then the gas price can be realized. Wherever the price of gas will be influenced by many factors, such as volume, source of supply, infrastructure, "he said.

On the other hand, denied that the government's policy of gas imports due to the Presidential Regulation No. 40/2016 on Natural Gas Pricing can not be implemented. Of the seven industrial sectors in the target can enjoy cheap gas, only three sectors are obviously the implementation, ie industrial fertilizers, steel, and petrochemicals. Wiratmadja claim the government has managed to reduce the price of gas in the upstream in North Sumatra. 

The price of gas in North Sumatra dropped from USD13,38 per million metric British thermal unit (MMBTU) to USD9,95 per MMBTU per February 1, 2017. In addition to lowering gas in the upstream, the government also lowered the cost of transmission and distribution of gas. "Upstream down using formula, gas transmission also down," he said.

Pemerintah sedang menyiapkan aturan impor gas langsung dalam rangka menyediakan gas murah bagi industri. Namun, salah satu syarat yang harus dipenuhi untuk itu adalah industri memiliki infrastruktur unit penyimpanan dan regasifikasi terapung (FSRU). "Kami sedang menyiapkan peraturan menterinya. Sejumlah kriterianya sedang kami siapkan. Dalam waktu dekat ini, akan segera dikeluarkan,” ujar Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) I Gusti Nyoman Wiratmadja Puja. 

Menurut dia, salah syarat impor gas langsung berupa kepemilikan infrastruktur seperti unit penyimpanan dan regasifikasi sangat penting mengingat masih minimnya infrastruktur gas yang ada di Indonesia. Kriteria yang terbilang cukup kecil itu juga dibuat untuk mencegah impor gas oleh perusahaan yang hanya bermodal izin saja. Tidak hanya itu, izin impor gas baru dikeluarkan jika harga gas yang di impor juga lebih murah dibandingkan harga di dalam negeri setelah melalui proses regasifikasi. "Terdapat beberapa syarat yang harus dipenuhi agar boleh impor, yaitu hanya mereka yang punya infrastruktur regasifikasi, jadi bukan yang paper company. Kita harus hindari itu," kata Direktur Pembinaan Hilir Migas Direktorat Jenderal Migas Kementerian ESDM Rini Tri Hutami.

Pakar energi dari Universitas Trisakti Pri Agung Rakhmanto mengatakan, kebijakan impor gas belum tentu membuat harga gas industri lebih murah. Pasalnya, harga gas mengikuti harga di pasar internasional. Menurut dia, dengan harga minyak rata-rata USD 50 per barel, maka harga LNG sampai ke pelabuhan di kawasan Asia Pasifik menjadi sekitar USD 8 per MMBTU. ”Bukan berarti dengan impor gas kemudian harga gas murah dapat direalisasikan. Di mana pun harga gas akan dipengaruhi banyak faktor, seperti volume, sumber pasokan, infrastruktur," tuturnya.

Di sisi lain, pemerintah membantah jika kebijakan impor gas ini lantaran Peraturan Presiden No 40/2016 tentang Penetapan Harga Gas Bumi tidak bisa di implementasikan. Dari tujuh sektor industri yang di targetkan dapat menikmati gas murah, hanya tiga sektor saja yang jelas implementasinya, yaitu industri pupuk, baja, dan petrokimia. Wiratmadja mengklaim pemerintah telah berhasil menurunkan harga gas di hulu di Sumatera Utara. 

Harga gas di Sumatera Utara turun dari USD13,38 per juta metrik british thermal unit (MMBTU) menjadi USD9,95 per MMBTU per 1 Februari 2017. Selain menurunkan gas di hulu, pemerintah juga menurunkan biaya transmisi dan distribusi gas. "Hulu turun gunakan formula, transmisi gas juga turun," katanya.
