Januari, Produksi Minyak Telah Lampaui Target
Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK migas) mencatat produksi minyak nasional sampai awal bulan ini telah mencapai 825,7 ribu barel per hari (bph). Realisasi tersebut 1,3% lebih tinggi dari target APBN 2017 sebesar 815 ribu bph. Untuk produksi gas, SKK Migas mencatat telah mencapai 7.821 million standard cubic feet per day/mmscfd. Sementara target lifting gas dalam APBN 2017 ditetapkan sebesar 6.439,4 mmscfd.
“Dengan dukungan semua pihak, kami optimis target produksi migas tahun 2017 dapat terlampaui,” kata Kepala Humas SKK Migas Taslim Z Yunus.
Dia menjelaskan, apabila tidak ada kegiatan baru, penurunan produksi minyak tahun ini diproyeksikan sebesar 16,2%. Untuk menjaga tingkat produksi, dilakukan kegiatan seperti pengeboran, perawatan, dan kerja ulang sumur, serta optimasi fasilitas. “Dengan upaya tersebut, penurunan produksi minyak dibanding tahun 2016 dapat ditekan hingga menjadi 2,8%,” ujarnya.
Pada Januari 2017, sebanyak empat sumur pengembangan telah dibor dari target sebanyak 223 sumur. Untuk sumur kerja ulang (work over), telah terealisasi sebanyak 45 sumur dari yang direncanakan sebanyak 907 sumur. Sedangkan perawatan sumur terealisasi 1.257 sumur dari rencana 57.512 sumur. Untuk mencari cadangan baru SKK Migas dan Kontraktor Kontrak Kerja Sama (Kontraktor KKS) menjalankan program survei seismik dan pengeboran sumur eksplorasi.
Pada bulan lalu, telah direalisasikan satu survei seismik dari rencana 40 kegiatan. Untuk pengeboran eksplorasi terealisasi dua sumur dari rencana 134 sumur. Meski demikian, SKK Migas juga melaporkan adanya 68 kejadian gangguan operasi produksi yang tidak direncanakan (unplanned shutdown) pada periode 1 Januari-4 Februari 2017.
Kegiatan ini menimbulkan potensi kehilangan produksi sebanyak 3.960 bph. Untuk gas bumi, terdapat 21 kejadian gangguan produksi yang menyebabkan potensi kehilangan produksi sebesar 30 mmscfd. “SKK Migas dan KKKS terus berkoordinasi untuk mengoptimalkan realisasi kegiatan dan meminimalisir terjadinya unplanned shutdown,” kata Taslim.
SKK Migas menargetkan investasi migas pada tahun ini mencapai US$ 13 miliar atau naik 7% dari prognosa 2016 yang sebesar US$12,015 miliar. Angka investasi itu diperlukan untuk merealisasi berbagai kegiatan eksplorasi dan produksi yang menjadi target tahun ini.
Realisasi produksi minyak sampai awal Februari ini juga melampaui dari yang ditargetkan Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan. Sebelumnya, Jonan mengaku sudah sepakat dengan SKK Migas untuk menggenjot produksi minyak tahun ini mencapai 825 ribu bph.
Hal ini sebagai ganti tidak adanya pemangkasan biaya investasi yang dapat dikembalikan (cost recovery). “Saya ditawari pilih mana, menekan cost recovery atau menaikkan lifting. Saya pilih menaikkan lifting,” ujar Kepala SKK Amien Sunaryadi.
Berdasarkan data SKK Migas, beberapa kontraktor yang menaikkan lifting 2017 yakni Chevron Pacific Indonesia (Blok Rokan) naik dari 228.908 bph menjadi 233.908 bph, PT Pertamina EP (Indonesia) naik dari 84.214 bph menjadi 86.214 bph, Total E&P Indonesie (Blok Mahakam) 52.852 bph naik menjadi 55.852 bph, Conoco-Phillips (Blok B South Natuna) 17.400 bph naik menjadi 18.400 bph serta kontraktor lainnya naik dari 115.997 bph menjadi 117.997 bph.
