The rate of decline Production 20 Percent Each Year

The downward trend in oil production in Indonesia makes the Ministry of Energy and Mineral Resources (ESDM) is only targeting oil production steady at 800 thousand barrels per day.

The average rate of decline in production (natural declining rate) oil and gas fields in Indonesia in 2016 reached 20.1 percent, while 29.7 percent the previous year. Arcandra convey the main obstacle to the discovery of new oil and gas reserves in Indonesia is bureaucracy. It takes years just to plan the development of oil and gas fields.

In fact, in the United States, the issuance of permits oil drilling only takes two weeks. The difficulty was making the Ministry of Energy undertake a program of short-term duration of five years to keep the oil production of not less than 800 thousand barrels per day. The program is divided into three phases. Namely, the identification of the required technology, workshop to the cooperation contract (PSC), and execution of technology in the field.

Arcandra expect short-term program can be executed in 2018. "Because, if the program is not created, Indonesia's oil production could be down 600 thousand barrels per day in 2020. In Budget 2017, the government expects oil lifting 825 thousand barrels per day (bpd) and gas lifting 1,150 thousand million standard cubic feet per day (MMSCFD).

Last year production reached 831 thousand bpd of oil and gas lifting 7939 MMSCFD. The realization of oil and gas production was larger than the target work program and budget (WP & B) SKK Migas respectively reached 817.5 thousand bpd and gas 7813

MMSCFD.

Laju Penurunan Produksi 20 Persen Tiap Tahun

Tren penurunan produksi minyak di Indonesia membuat Kementerian Energi dan Sumber Daya Mineral (ESDM) hanya menargetkan produksi minyak stabil di angka 800 ribu barel per hari.

Wakil Menteri ESDM Arcandra Tahar menyatakan, target angka lifting tersebut tidak mudah dipertahankan. Sebab, secara alamiah, cadangan migas terus berkurang. Padahal, pemerintah belum bisa mengandalkan produksi dari blok baru yang membutuhkan waktu bertahun-tahun untuk menemukan cadangan hingga mulai berproduksi (first oil). ”Menahan angka produksi di 800 ribu barel per hari adalah upaya terbesar agar laju penurunan produksi ini tidak menurun drastis’ katanya.

Angka rata-rata penurunan produksi (natural declining rate) lapangan migas di Indonesia pada 2016 mencapai 20,1 persen, sedangkan tahun sebelumnya 29,7 persen. Arcandra menyampaikan, kendala utama penemuan cadangan migas baru di Indonesia adalah birokrasi. Dibutuhkan waktu bertahun-tahun hanya untuk menyusun rencana pengembangan lapangan migas. 

Padahal, di Amerika Serikat, penerbitan izin pengeboran minyak hanya membutuhkan dua pekan. Kesulitan itu membuat Kementerian ESDM melakukan program jangka pendek berdurasi lima tahun untuk menjaga agar produksi minyak tidak kurang dari 800 ribu barel per hari. Program dibagi menjadi tiga tahapan. Yakni, identifikasi teknologi yang dibutuhkan, workshop ke kontraktor kontrak kerja sama (KKKS), dan eksekusi teknologi di lapangan.

Arcandra berharap program jangka pendek tersebut bisa dijalankan pada 2018. ”Sebab, kalau program ini tidak dibuat, produksi minyak Indonesia bisa di bawah 600 ribu barel per hari pada 2020. Dalam APBN 2017, pemerintah menargetkan lifting minyak 825 ribu barel per hari (bph) dan lifting gas 1.150 ribu juta standar kaki kubik per hari (MMSCFD).

Tahun lalu produksi minyak mencapai 831 ribu bph dan lifting gas 7.939 MMSCFD. Realisasi produksi migas itu lebih besar daripada target work program and budget (WP&B) SKK Migas masing-masing mencapai 817,5 ribu bph dan gas 7.813 MMSCFD.
