Pemerintah sebagai pemilik saham tentu berkepentingan menempatkan orang-orang yang dianggap sesuai menempati posisi penting di badan usaha milik negara (BUMD). Unsur politis itu tidak akan menjadi masalah selama bertujuan untuk memaksimalkan kinerja perusahaan milik negara sehingga dapat memberikan manfaat lebih besar bagi masyarakat.

Hal itu terjadi ketika pemerintah mencopot Direktur Utama PT Pertamina Dwi Soetjipto dan Wakil Direktur Pertamina Ahmad Bambang. Kenapa jajaran komisaris sebagai Wakil pemerintah di Pertamina masih menjadi pertanyaan besar? Meskipun pemerintah telah menjelaskan salah satu alasan pencopotan dua pimpinan itu karena ada ‘matahari kembar’ di tubuh BUMN migas tersebut. ‘Matahari kembar’ muncul ketika komisaris mengangkat jabatan wakil direktur. Dualisme kepemimpinan itu membuat kinerja Pertamina berjalan lambat sehingga pemerintah memutuskan mencopot dua posisi penting tersebut secara mendadak.

Jika terjadi dualisme kepemimpinan, kenapa tidak salah satu jabatan yang dihapus? Selain itu, saat ini kinerja Pertamina diakui semua pihak cukup bagus. Hal itu dapat dilihat dari pertumbuhan laba perseroan sepanjang 2017. Kenapa pemerintah mencopot Dirut dan Wadirut Pertamina menjadi simpang siur. Belum lagi kriteria seperti apa yang akan menjadi nakhoda baru Pertamina. 

Menteri Koordinator Kemaritiman Luhut Binsar Pandjaitan menyatakan, Direktur Utama Pertamina harus punya kompetensi dalam membuat Pertamina lebih efisien dan produktif. Untuk sementara, Yenny Andayani menjabat sebagai Pelaksana Tugas Dirut Pertamina hingga 30 hari mendatang. Sampai saat ini belum tersiar kabar nama calon direktur utama baru. Luhut menegaskan, kriteria terpenting bagi seseorang yang diangkat menjadi Dirut Pertamina yakni memiliki kompetensi besar. Kompetensi itu harus dapat membuat Pertamina menjadi lebih efisien dan lebih produktif.

Dua hal itu penting untuk membawa Pertamina kuat dalam persaingan global. Apakah dia dari dalam atau dari luar kita lihat saja nanti, kalau memenuhi kriteria itu. Saya pikir kompetensi menjadi penting,” ujar Luhut di Kompleks Istana Kepresidenan. Memang faktor kompetensi, kepemimpinan, integritas, dan komitmen tinggi untuk mengembangkan Pertamina menjadi syarat utama bagi pengganti Dwi Soetjipto. Luhut mengaku belum mengetahui nama-nama calon Direktur Utama Pertamina. Jika dari internal, kemungkinan ada dua sosok yang berpeluang menjadi nakhoda baru.

Hingga 2025, Pertamina akan menginvestasikan dana US$ 146 miliar. Di sektor hulu Pertamina menargetkan produksi migas dapat mencapai 1,81 juta barel setara minyak per hari dan panas bumi 2.267 megawatt (MW). Pada sektor energi baru terbarukan, perseroan menargetkan kapasitas terpasang pembangkit listrik mencapai 4.500 MW untuk gas dan 3.800 MW untuk energi terbarukan. Di sektor pengolahan, perseroan menargetkan kapasitas kilang dapat ditingkatkan menjadi 2 juta barel per hari (bph). Sementara itu, di sektor pemasaran, perusahaan migas milik pemerintah itu bakal meningkatkan stok bahan bakar minyak (BBM) menjadi 30 had dan menambah jumlah SPBU hingga 8.150 unit dari saat ini 5.311 unit.

DARI lNTERNAL 

Sementara itu, Wakil Ketua Komisi VII DPR Mochamad Hekal mengatakan Direktur Utama Pertamina yang baru nantinya sebaiknya diisi dari kalangan internal yang mampu menjaga efisiensi dan kinerja produksi. “Jajaran direksi sebaiknya memilih perwakilan dari kalangan internal karena saya yakin banyak anak bangsa yang telah dididik Pertamina yang pintar dan berintegritas tinggi. Dia menilai, Pertamina merupakan BUMN paling strategis sehingga pimpinannya tidak saja harus mampu menjaga Pertamina dari segi efisiensi, tetapi juga harus mampu meningkatkan kinerja produksi.

Selain itu, BUMN tersebut juga harus dipimpin oleh pimpinan baru yang bebas dari kepentingan dagang dan mengutamakan kepentingan nasional. Sementara itu, mantan Sekretaris Kementerian Negara BUMN Said Didu mengkhawatirkan adanya pihak yang berupaya menjadi provokator mengenai pencopotan kedua pimpinan Pertamina tersebut. “Siapa tahu ada yang memprovokasi. Saya khawatir ada pihak yang merasa orang ini tidak mungkin di ajak kerja sama," ujarnya.

Dia juga menyatakan yakin ada pihak yang memanfaatkan situasi itu karena prosesnya begitu cepat pada saat kinerja perseroan sedang baik-baik saja. Terkait kondisi itu dia sependapat bahwa Menteri Negara BUMN Rini Soemarno perlu campur tangan dan memastikan tidak ada kepentingan lain selain kepentingan Pertamina dalam menentukan pimpinan perusahaan milik pemerintah  itu.

Menurutnya, kriteria calon pimpinan Pertamina mendatang haruslah orang yang sudah selesai dengan dirinya. Artinya dia tidak lagi dalam posisi mencari harta maupun Jabatan sehingga tidak mudah untuk dirayu. Sementara itu, kriteria kedua adalah integritas dalam arti tidak takut tekanan dari pihak mana pun. BUMN migas yang sebelumnya berlogo dua kuda laut, bintang, dan pita itu diganti dengan huruf P dengan tiga warna, diharapkan segera mendapatkan pemimpin baru yang lebih baik dan mengedepankan kepentingan nasional
