The government's decision opened the import of liquefied natural gas or LNG can provide gas supply to power plants in the long term and a more competitive price.

For gas supply from abroad, according to Made, the company has targeted several gas producers to become suppliers. He considered, it will not be difficult to get suppliers from abroad for projects of 35,000 MW a potential market for gas suppliers. On the other hand, the need for gas for power generation to rise every year. This year, gas demand for electricity is expected cargo 51.18. However, the government has allocated 58.32 to PLN cargo. Meanwhile, in 2018 compared with the needs of even domestic gas production rose. In 2019, domestic gas supply is expected 7075.3 MMSCFD, while demand reached 7653 MMSCFD. The gas supply deficit will continue to grow each year. In 2020, the gas deficit will rise to 982.4 MMSCFD when domestic supply is only 7023.6 MMSCFD, while reaching 8006 MMSCFD needs. Deficit figure will soar to reach 2893.1 MMSCFD in 2025 when the need rises to 8854 MMSCFD, while domestic gas supply only 5960.9 MMSCFD.
According to Made, PLN will be facilitated to obtain gas supply after allowed to import. Meanwhile, Minister of Energy and Mineral Resources Regulation No. 11/2017 explained that gas prices adjusted to the economic pipeline without escalation. However, the developer and supplier of gas needs to make a deal if there is an escalation of gas prices every year. For power plants outside the mouth of the well, PLN and IPP may import LNG if gas price is higher than 11.5% ICP
Deputy Head of the Special Unit of Upstream Oil and Gas Zikrullah said it was still reviewing the rule before it is implemented. "So we clarification also all sorts, basically a ministerial decree to be implemented, but the implementation is like, need to be coordinated," he said.

Keputusan pemerintah membuka impor gas alam cair atau LNG dapat memberikan kepastian pasokan gas untuk pembangkit listrik dalam jangka panjang dan harga yang lebih kompetitif.
Kebijakan impor LNG yang hanya boleh dilakukan oleh PT Perusahaan Listrik Negara (PLN) dan pengembang listrik swasta (independent power producer/IPP) dituangkan dalam Peraturan Menteri ESDM No. 11/2017 tentang Pemanfaatan Gas Bumi untuk Pembangkit Tenaga Listrik. Kepala Satuan Komunikasi Korporat PLN I Made Suprateka menjelaskan, proyek pembangkit listrik berkapasitas 35.000 megawatt (MW) hingga 2019 memerlukan pasokan gas yang cukup banyak untuk menopang beroperasinya pembangkit listrik tenaga gas dan uap (PLTG/ PLTGU)
Pasokan energi primer berupa gas yang berkelanjutan dibutuhkan guna memastikan pengoperasian pembangkit listrik. “Andai kata pasokan gas dalam negeri kurang maka dapat mengambil dari luar negeri dengan kemampuan negosiasi dari PLN,” katanya. Dalam Peraturan Menteri ESDM tersebut dijelaskan bahwa PLN maupun pengembang listrik swasta dapat mengimpor gas selama harga gas dalam negeri lebih tinggi dari 11,5% harga minyak Indonesia (Indonesian crude price/ICP).
Untuk pasokan gas dari luar negeri, menurut Made, pihaknya sudah menyasar beberapa produsen gas untuk dijadikan pemasok. Dia menilai, tidak akan sulit mendapatkan pemasok dari luar negeri karena proyek 35.000 MW menjadi pasar potensial bagi pemasok gas. “Tidak ada masalah untuk impor, mereka [produsen gas luar negeri] banyak yang menawarkan ke kami terutama untuk proyek 35.000 MW” Berdasarkan data, porsi pembangkit listrik tenaga gas 12.867 MW atau 36% dari total keseluruhan pembangkit 35.000 MW yang akan dibangun hingga 2019.
Di sisi lain, kebutuhan gas untuk pembangkit listrik naik setiap tahun. Tahun ini, kebutuhan gas untuk listrik diperkirakan 51,18 kargo. Namun, pemerintah telah mengalokasikan 58,32 kargo untuk PLN. Sementara itu, pada 2018 dibandingkan dengan kebutuhan meskipun produksi gas dalam negeri naik. Pada 2019, pasokan gas domestik diperkirakan 7.075,3 MMscfd,sedangkan kebutuhan mencapai 7.653 MMscfd. Defisit pasokan gas itu akan terus membesar setiap tahun. Pada 2020, defisit gas akan naik menjadi 982,4 MMscfd ketika pasokan domestik hanya 7.023,6 MMscfd, sedangkan kebutuhannya mencapai 8.006 MMscfd. Angka defisit akan melonjak hingga menyentuh 2.893,1 MMscfd pada 2025 ketika kebutuhan naik menjadi 8.854 MMscfd, sedangkan pasokan gas domestik hanya 5.960,9 MMscfd.
Menurut Made, PLN akan dimudahkan untuk mendapatkan pasokan gas setelah dibolehkan mengimpor. Sementara itu, Peraturan Menteri ESDM No. 11/2017 menjelaskan bahwa harga gas pipa disesuaikan dengan keekonomian tanpa adanya eskalasi. Namun, pengembang dan pemasok gas perlu membuat kesepakatan jika harga gas ada eskalasi setiap tahun. Untuk pembangkit listrik di luar mulut sumur, PLN dan IPP boleh mengimpor LNG jika harga gas lebih tinggi dari 11,5% ICP
Wakil Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi Zikrullah mengatakan, pihaknya masih mengkaji aturan tersebut sebelum diimplementasikan. “Makanya kami klarifikasi juga segala macam, pada dasarnya keputusan menteri harus dilaksanakan, tetapi pelaksanaannya seperti apa, perlu dikoordinasikan.” katanya.
