Produksi Blok Cepu yang dikelola Exxon Mobil kini telah kembali normal di kisaran 200 ribu barel per hari (bph), setelah sepekan terjun bebas pada angka 50 ribu bph. Produksi sempat anjlok lantaran cuaca buruk menyulitkan minyak yang dihasilkan untuk diangkut (lifting).
Vice President Public and Government Affairs ExxonMobil Cepu Limited Erwin Maryoto mengatakan, pada pekan lalu, pihaknya tidak dapat melakukan lifting minyak dari fasilitas penampungan dan bongkar muat (floating storage and offloading/FSO) Gagak Rimang yang menyimpan produksi minyak dari Blok Cepu. Pasalnya, cuaca buruk dan ombak besar membuat kapal tanker sulit merapat. Hal ini membuat pihaknya terpaksa mengurangi produksi agar FSO tidak penuh. “Sekarang produksi sudah normal kembali,” kata dia.
Hal yang sama juga dinyatakan PT Pertamina EP Cepu, selaku mitra Exxon Mobil dalam menggarap Blok Cepu. Presiden Direktur Pertamina EP Cepu Adriansyah mengungkapkan, karena FSO hampir penuh, produksi minyak Blok Cepu pekan lalu diturunkan menjadi hanya 50 ribu bph selama beberapa hari. “Tetapi sejak Sabtu (11/2) lifting sudah bisa dilakukan dan produksi mulai normal ke level 200 ribu bph sejak Minggu (12/2) ,”
Erwin menjamin kapasitas FSO Gagak Rimang masih mampu menampung produksi minyak dari Blok Cepu. Diakuinya, angka normal produksi Blok Cepu biasanya memang sekitar 185 ribu. Sementara Saat ini sedang dilakukan high rate test untuk memastikan kinerja sumur dan fasilitas produksi dengan menggenjot produksi minyak sampai 205 ribu bph. “Kapasitas FSO masih mencukupi untuk produksi 200 ribu bph, sesuai target dalam WP&B (work plan and budget/ rencana kerja dan anggaran) ,” tegasnya.
Meski demikian, pihaknya tetap melakukan langkah antisipasi agar tidak terjadi hal yang sama dengan menggunakan tanker kapasitas besar untuk lifting minyak dari Blok Cepu. Sementara itu Adriansyah menambahkan, pada kunjungan spesifik Komisi VII DPR pada pekan lalu, sempat disinggung kemungkinan mengalirkan sebagian minyak Blok Cepu ke FSO Cinta Natomas milik PT Pertamina Hulu Energi. lde ini untuk mencegah atau mengantisipasi resiko jika terjadi sesuatu pada FSO Gagak Rimang.
Terkait rencana peningkatan produksi minyak Blok Cepu, senada dengan Erwin, Adriansyah menyatakan bahwa produksi ditargetkan stabil pada 200 ribu bph. jika mengacu pada rencana ini, secara teknis, FSO Gagak Rimang masih mampu menampung produksi minyak blok di perbatasan Jawa Tengah dan Jawa Timur itu.
Penurunan produksi pada pekan lalu, ditegaskannya tidak akan mengganggu upaya pencapaian target 200 ribu bph ini. “Sedikit penurunan produksi mudah-mudah bisa kami kompensasi tahun ini sehingga tidak mengganggu target pencapaian produksi,” tuturnya.
Peningkatan produksi Blok Cepu merupakan salah satu keputusan dalam rapat pemerintah dengan Komisi VII DPR RI. Desakan itu mengemuka karena resiko lain dari tidak digenjotnya produksi Blok Cepu adalah semakin besarnya
impor minyak mentah. Selain itu, Blok Cepu juga menjadi andalan mengejar target produksi tahun depan sebesar 815 ribu bph.
Saat ini, komposisi saham di Blok Cepu adalah ExxonMobil Cepu Limited sebagai operator memiliki saham 45%, PT Pertamina EP Cepu 45%, serta empat Badan Usaha Milik Daerah 10%. Keempat BUMD itu yaitu PT Blora Patragas Hulu, PT Petrogas Jatim Utama Cendana, PT Asri Darma Sejahtera, dan PT Sarana Patra Hulu Cepu.
