Kabar resistensi internal Pertamina terhadap pimpinan dari luar perusahaan sebenarnya sudah terdengar sebelum Dwi Soetjipto dicopot. Kurangnya pengetahuan terhadap industri migas sering menjadi sasaran empuk untuk ‘mempermainkan’ Dwi. Akan tetapi, hal itu dibantah oleh Vice President Corporate Communication Pertamina Wianda Pusponegoro. Wianda menyebutkan tidak pernah ada gelombang penolakan terhadap pemimpin yang berasal dari luar Pertamina. “Tidak pemah ada resistensi terhadap siapapun yang ditugaskan memimpin Pertamina,” katanya.

Wianda menuturkan seluruh karyawan Pertamina siap bekerja sama dengan siapa pun yang ditunjuk menjadi Direktur Utama dan pimpinan lainnya di perusahaan. Sebelumnya, manajemen Pertamina juga menyatakan akan tetap solid dan fokus mencapai target yang telah ditentukan. Pergantian direksi tidak akan memengaruhi operasional perusahaan yang dijalankan secara profesional. Tanri Abeng, Komisaris Utama Pertamina, menyebut Pertamina telah memiliki organisasi yang mapan, dan siap menghadapi berbagai situasi di intemal maupun eksternal perusahaan.

Dengan sistem dan mekanisme yang telah dibangun, Tanri yakin perusahaan dapat tetap berjalan dengan baik dan berkelanjutan. “Perubahan jajaran direksi lazim terjadi di organisasi perusahaan, termasuk Pertamina. Alasannya, setiap target yang ditetapkan untuk Pertamina telah mendapatkan persetujuan komisaris dan pemegang saham. Menurutnya, pergantian Direktur Utama Pertamina tidak akan membawa pengaruh banyak, meskipun ada beberapa rencana penguasaan aset hulu migas yang masih berbentuk nota kesepahaman, seperti rencana akuisisi lapangan Ab-Teymour dan Mansouri di Iran, dan aset di Rusia. “Perubahan dalam jajaran manajemen tidak serta merta berdampak langsung terhadap program yang telah direncanakan, termasuk untuk program-program hulu migas,” ujarnya.

Hal itu dibenarkan Pengamat Energi Pri Agung Rakhmanto yang menyebut penetapan target kerja Pertamina tidak dibuat hanya berdasarkan pertimbangan pesona seorang pimpinan. Namun, itu menjadi target korporasi yang tetap akan berjalan melalui sistem yang mapan. “Kebijakan Pertamina kan kebijakan korporasi, bukan kebijakan personal direktur utama atau wakil direktur utama sendiri. Sebagai sebuah korporasi, Pertamina juga telah memiliki

sistem yang mapan,” katanya.

EFISIENSI & TANGGUNG JAWAB

Yenni Andayani, Pelaksana Tugas Direktur Utama Pertamina, juga menyebut akan fokus melakukan efisiensi di seluruh sektor, dan meningkatkan kinerja operasi dengan tetap memperhatikan aspek health, safety security and environment (HSSE). Selain itu, Yenni juga akan memastikan realisasi berbagai investasi tepat waktu dan tepat sasaran, serta menyiapkan sumber daya manusia. “Pertamina akan fokus dan siap merealisasikan amanat pemegang saham, karena Pertamina adalah BUMN strategis yang hams dijaga dan didukung bersama, agar menjadi BUMN kuat, serta mampu bersaing di level global,” ujamya.

Menurutnya, sesuai dengan arahan komisaris bahwa komunikasi internal sangat penting. “Saat ini banyak keputusan tertunda yang harus diselesaikan ke depan. Tim ini harus solid dan berlanjut agar berdampak pada kinerja perusahaan keseluruhan,” ujarnya. 

Pengamat energi dari Reformer Institute Pri Agung Rakhmato mengatakan kinerja Pertamina selama dua tahun terakhir di bawah kepemimpinan Dwi Soetjipto cukup bagus. Beberapa terobosan riil itu seperti hadirnya BBM jenis Petralite dan melakukan efisiensi yang mampu membuat laba Pertamina membaik walaupun harga minyak sedang menurun.

Pri berpendapat idealnya direktur utama Pertamina adalah sosok yang memahami dengan baik seluk-beluk industri migas, mengenal bisnis korporasi Pertamina, dan tidak memiliki konflik kepentingan. Hal itu sejalan dengan langkah Pertamina yang mematok target yang lebih tinggi pada 2017 dibandingkan dengan realisasi pada 2016. Untuk produksi minyak bumi, Pertamina menargetkan mampu memproduksi 333.000 barel per hari, dan 2,08 billion standard cubic feet per day (bscfd) gas.

Perusahaan bahkan juga menaikkan target kapasitas panas bumi menjadi 617 megawatt (MW) pada 2017, yang dari sebelumnya 512 MW pada 2016 menyusul tuntasnya beberapa proyek geothermal perseroan. Dalam menghadapi tantangan yang semakin besar tersebut dan dalam rangka tugas Pertamina untuk mendukung Program Ketahanan Energi Nasional, maka tak ada jalan lain kecuali Pertamina harus segera melakukan penataan dan penetapan di jajaran elitenya.
