Proyek pembangunan fasilitas submarine pipe line (SPL) dan single point mooring (SPM) di Kilang Pertamina Refinery Unit VI Balongann, lndramayu Jawa Barat, dengan investasi Rp 1,79 triliun dimulai.

Adapun groundbreaking, kemarin, dilakukan oleh Menteri ESDM Ignasius Jonan beserta Menteri BUMN Rini Soemarno. Turut mendampingi Pelaksana Tugas Direktur Utama PT Pertamina Yenni Andayani beserta jajaran manajemen Pertamina.

Jonan mengatakan pihaknya mengapresiasi upaya Pertamina dalam melakukan pengembangan terhadap kilang existingnya. Salah satunya melalui proyek SPL/ SPM ini. “Kami dukung upaya peningkatan kapasitas kilang nasional, baik melalui proyek RDMP mail-in NGRR,” ujarnya.

Seperti diketahui, pemerintah telah menyatakan berkomitmen untuk terus mewujudkan ketahanan energi, salah satunya dengan pembangunan dan pningkatan kapasitas kilang nasional. Saat ini Indonesia memiliki 12 kilang, yang tujuh di antaranya merupakan kilang Pertamina. “Kapasitas kilang yang beroperasi saat ini sekitar 800.000 barel per hari, sedangkan kapasitas kilang terpasang 1.169.000 barel per hari. lni sudah bertahun-tahun tidak tumbuh.  Sesuai dengan arahan Bapak Presiden bahwa sekurangnya kebutuhan nasional itu kapasitas kilangnya harus sama dengan kebutuhan nasional,” katanya.

Fasilitas SPL dan SPM dibangun Pertamina untuk meningkalkan keandalan pasokan minyak mentah ke Kilang RU VI Balongan. Dengan adanya fasilitas ini, efeklivitas kegiatan loading/unloading diharapkan meningkat dan biaya transportasi minyak mentah dapat ditekan karena lay time kapal tanker menjadi lebih singkat.

Proyek SPL/SPM ini meliputi pekerjaan offhore dan onshore. Pekerjaan offshore meliputi pembangunan SPL berdiameter 32 inci dengan panjang 15,2 kilometer dan SPM berkapasitas 165.000 dead weight tonnage (DWT).

Adapun, pekerjaan onshore antara lain meliputi pembangunan pipa bawah tanah berdiameter 32 inci dengan panjang 500 meter, pembangunan 1 unit tangki baru berkapasitas 22.000 kiloliter modifikasi tangki existing, serta pemasangan flushing dan pigging system.

Dalam pengerjaannya, Pertamina menetapkan sejumlah panner melalui proses pengadaan sesuai prosedur di perusahaan. Dengan menyerap kurang lebih 600 orang tenaga kerja, Pertamina menargetkan pengerjaan proyek ini selesai dalam 23 bulan sejak penandatangan kontrak pada 10 Oktober 2016. “Kami telah melaksanakan seleksi yang ketat melalui proses pengadaan yang selalu berasaskan good corporate governance. Karena itu kami yakin telah mendapatkan partner-partner terbaik untuk mengerjakan proyek ini, dan kami optimis dapat menyelesaikannya tepat waktu dengan kualitas yang telah ditetapkan," ujar Yenni.

Kilang RU VI Balongan menjadi salah satu kilang Pertamina yang akan dikembangkan melalui megaproyek Refinery Development Master Plan (RDMP) dengan investasi US$ 1,2 miliar. Pada tahun ini RDMP Kilang RU VI Balongan memasuki tahapan Basic Engineering Design (BED) dan diharapkan selesai pada 2020 dengan peningkatan kapasitas dari 125.000 barel per hari menjadi 240.000 barel per hari. Megaproyek RDMP dan pembangunan kilang baru (grass root fefinery) ditarqetkan akan meningkatkan kapasitas kilang nasional menjadi 2 juta barel per hari pada 2023. Selain Kilang RU VI Balongan, proyek RDMP dilakukan di Kilang RU IV Cilacap, Kilang RU V Balikpapan, dan Kilang RU II Dumai. Adapun NGRR ditetapkan di Tuban dan Balongan.
