Dia juga mengungkapkan, penunjukan Yenni sebagai Plt Dirut Pertamina sesuai ketentuan Kementerian BUMN. Pasalnya, Yenni merupakan pejabat senior. “Ada ketentuan di BUMN kalau yang tertua di jabatannya, dari senior jabatannya. Itu hal yang biasa di Kementerian BUMN,” ujarnya.

Dwi Soetjipto sebagai direktur utama dan Ahmad Bambang sebagai wakil direktur utama oleh Menteri BUMN Rini Soemarno melalui SK No : SK-26/ MBU/02/2017 tentang Pemberhentian dan Perubahan Nomenklatur. Jabatan Anggota-anggota Direksi Perusahaan Perseroan PT Pertamina. Selain itu, Menteri BUMN sebagai pemegang saham juga memutuskan untuk menghapus nomenklatur wakil direktur utama untuk efektivitas jalannya kepemimpinan di Pertamina.
Penyerahan surat pemberhentian tersebut dilakukan dalam Rapat Umum Pemegang Saham (RUPS) Pertamina yang berlangsung secara tertutup di kantor Kementerian BUMN, kemarin pagi. Hadir dalam rapat tersebut antara lain jajaran direksi Pertamina. RUPS juga memutuskan untuk menunjuk Yenni Andayani sebagai Pelaksana Tugas Sementara (Plt) Direktur Utama Pertamina. Yenni merupakan Direktur Gas dan Energi Baru Terbarukan Pertamina sejak 28 November 2014. Perjalanan karier Yenni di PT Pertamina dimulai sejak 1991.
Dia pernah dipercaya untuk memegang posisi sebagai direktur utama PT Nusantara Gas Company Services di Osaka, Jepang, direktur utama PT Donggi-Senoro LNG (2009-2012), dan senior vice president gas and power Direktorat Gas PT Pertamina (2013-2014). Sedangkan Dwi Soetjipto mengemban jabatan dirut Pertamina sejak 28 November 2014. Pada saat bersamaan, Ahmad Bambang ditunjuk sebagai direktur pemasaran Pemasaran. Sementara itu, Menteri BUMN Rini Soemarno merespons positif keputusan Dewan Komisaris PT Pertamina memberhentikan Dwi Soetjipto dan Ahmad Bambang. “Memang persoalannya dirut dan wadirut bermasalah. Dan, Dewan Komisaris merekomendasikan untuk diberhentikan," kata Rini, di Kompleks Istana Kepresidenan, Jakarta, Jumat (3/2).
Rini mengaku sudah melaporkan kepada Presiden Joko Widodo perihal pemberhentian Dirut dan Wadirut Pertamina. “Kami telah menemui Bapak Presiden, dan Bapak Presiden menyetujui untuk dilaksanakan. Bapak Presiden merasa ini yang paling tepat," ujar Rini.
Rini mengatakan, pemberhentian dilakukan karena diperlukan kepemimpinan dan kerja sama yang kuat di kalangan direksi perusahaan milik negara itu. Sebab, nantinya Pertamina akan mengelola proyek sebesar Rp 700 triliun pada tahun ini. “Pemberhentian Pak Dwi Soetjipto dan Pak Ahmad Bambang, tentunya dengan apresiasi yang setinggi-tingginya kepada mereka berdua. Secara direksi, secara total sampai akhir tahun 2016, Pertamina telah memberikan hasil yang sangat baik," katanya.
Sementara itu, Komisaris Utama Pertamina Tanri Abeng menambahkan, pergantian pucuk pimpinan Pertamina merupakan penyegaran organisasi untuk mendapatkan sosok kepemimpinan yang mumpuni. Hal ini guna mewujudkan Pertamina sebagai perusahaan energi berkelas dunia (world class energy company). Dia mengatakan, dalam sebuah organisasi itu yang terpenting adanya kerja sama tim. Dalam 30 hari ke depan diharapkan mampu mendapatkan sosok yang mampu bekerjasama dan solid. “Kami harapkan tim bisa bekerjasama tugas-tugas yang sudah dicanangkan. Pertamina harus jadi world class energy company,” ujarnya. Tanri menuturkan, jabatan wadirut Pertamina ditiadakan. Pasalnya, posisi itu dinilai menyebabkan tidak terjadinya kerja sama yang bagus.
Dia mencontohkan mengenai pengangkatan penempatan tenaga senior yang tidak sesuai waktu. Seharusnya, ketika direktur utama berhalangan, maka wakil dirut yang mengambil alih sementara kewenangan. Namun, fakta yang terjadi tidak seperti itu. “Lebih baik memang dicari talenta baru yang bisa bekerjasama dan solid di Pertamina," ujarnya.
Dikatakannya, susunan direksi Pertamina dalam nomenklatur tetap berjumlah sembilan, hanya jabatan wakil direktur utama saja yang berganti nama. Namun, Tanri belum bisa membeberkan nama jabatan yang bakal menggantikan tersebut. Fokus Kejar Target Tanri Abeng mengatakan, sebagai salah satu BUMN besar, Pertamina memiliki organisasi yang mapan dan telah disiapkan menghadapi berbagai macam situasi lingkungan internal maupun eksternal. Pertamina, katanya, telah memiliki sistem dan mekanisme internal untuk menjalankan perusahaan secara kontinu dan baik.
Sebagai bentuk nyata, Dewan Komisaris Utama -telah memutuskan untuk menunjuk Yenni Andayani sebagai Plt direktur utama hingga ditetapkannya direktur utama definitif dalam jangka waktu 30 hari ke depan. “Kami juga memberikan apresiasi setinggi-tinggi kepada Dwi Soetjipto dan Ahmad Bambang yang sudah memberikan sumbangsih dan kontribusi nyata bagi Pertamina selama menjabat sebagai Direktur Utama dan Wakil Direktur Utama,” ujarnya.
Tanri menuturkan, perubahan jajaran direksi lazim terjadi pada suatu organisasi perusahaan, termasuk di Pertamina dan hal tersebut merupakan dinamika biasa. “Pertamina ke depan kami yakini akan semakin solid, semakin profesional dan teguh pada budaya perusahaan untuk memastikan target-target perusahaan dapat tercapai dengan baik,” ujarnya.
Efisiensi di segala lini, peningkatan kinerja operasi yang memperhatikan aspek health, safety, security, dan environment (HSSE), dan memastikan realisasi berbagai investasi secara tepat waktu dan sasaran, selain juga melakukan penyiapan sumber daya manusia yang andal menjadi amanat pemegang saham yang harus direalisasikan pada tahun ini. “Pertamina akan fokus dan siap merealisasikan amanat dari pemegang saham karena bagaimanapun Pertamina merupakan BUMN strategis yang harus kita jaga dan dukung bersama menjadi BUMN yang kuat dan bersaing di level global,” ujar Yenni Andayani.
Pada 2016, produksi migas Pertamina sebanyak 656 ribu barel setara minyak per hari yang terdiri atas 313 ribu barel minyak per hari dan 1,99 bscfd gas. Tahun ini, Pertamina telah menaikkan target produksi migas-nya menjadi 669 barel setara minyak per hari, yang terdiri atas 333 ribu barel minyak per hari dan 2,08 bscfd gas. Adapun kapasitas panas bumi Pertamina tahun ini ditargetkan mencapai 617 MM, naik signifikan dibandingkan 2016 sebesar 512 MW Hal ini karena tuntasnya beberapa proyek panas bumi yang digarap perseroan.
Dari aspek pengolahan, Pertamina bertekad untuk dapat meningkatkan keandalan kilang dengan mengurangi unplanned shutdown dan juga meningkatkan yield valuable product. Tahun ini, Pertamina menaikkan target yield valuable product menjadi sekitar 79%, lebih tinggi dari target yang telah dicanangkan dalam RKAP 2017 sekitar 77%. Megaproyek pengolahan dan petrokimia juga akan memulai tahapan yang signifikan tahun ini dengan akan dilakukannya peletakan batu pertama beberapa proyek kilang, yaitu RDMP RU V Balikpapan, RDMP RU IV Cilacap, dan NGRR Tuban sepanjang tahun ini. Ketiganya ditargetkan rampung dalam rentang waktu 2019, 2021, dan 2022 dengan hasil produksi yang memenuhi spesifikasi Euro 5.
Adapun RDMP RU VI Balongan yang akan dilaksanakan secara independen oleh Pertamina ditargetkan selesai 2020 dan akan memulai kegiatan basic engineering design (BED) pada pertengahan 2017. Di bidang pemasaran, setelah sukses meluncurkan berbagai varian produk yang telah di respons positif oleh konsumen, Pertamina bertekad mempertahankan volume penjualan BBM retail non subsidi di atas 45 juta kiloliter dalam setahun dengan mutu layanan yang semakin meningkat. Tahun ini akan menjadi ujian bagi Pertamina untuk mendukung program pemerintah berupa BBM Satu Harga dan juga pendistribusian Elpiji 3 kg tepat sasaran, termasuk penyiapan infrastruktur yang dibutuhkan.
Pertamina menargetkan penjualan gas perusahaan secara total sebesar 1.179 ribu BBTU dalam setahun. Setelah menuntaskan beberapa proyek infrastruktur gas, seperti pipa Arun-Belawan-KIM-KEK (482 km), Muara Karang-Muara Tawar (30 km), pipa Porong-Grati (56 km), Pertamina tahun ini fokus menyelesaikan pipa transmisi gas open access Gresik-Semarang (271 km). Untuk merealisasikan berbagai proyek dan upaya mencapai target-target operasional perusahaan tersebut, Pertamina menyiapkan belanja modal (capex) sebesar US$ 6,67 miliar. Dengan peningkatan kinerja operasional, efisiensi di segala lini dan memperhatikan tren perkembangan harga minyak dunia, Pertamina menargetkan laba bersih sekitar US$ 3 miliar pada tahun ini.
Matahari Kembar
Anggota Komisi VII DPR Rl Kurtubi mempertanyakan pencopotan dua pucuk pimpinan Pertamina hanya lantaran adanya ‘matahari kembar’. Menurut Kurtubi, Pertamina pernah memiliki wakil dirut tapi tidak pernah muncul isu ‘matahari kembar’. Pasalnya, tugas dan wewenang dirut dan wakil dirut berbeda. Selain itu, secara hirarki posisi dirut lebih tinggi dari wakil dirut. Apalagi, jabatan wakil dirut yang diemban Ahmad Bambang baru seumur jagung. “Kalau memang ada ‘matahari kembar’ maka solusinya bukan diberhentikan. Kalau betul terjadi perseteruan, bagaimana berkomunikasi saja,” ujarnya.
Kurtubi menuturkan, Pertamina tumbuh semakin besar di bawah kepemimpinan Dwi Soetjipto dan Ahmad Bambang. Hal itu bisa dilihat dari laba per tahun yang melampaui perusahaan migas asal Malaysia, Petronas. “Dengan kinerja yang baik selama dua tahun terakhir itu, seharusnya alasan pemberhentian dua direksi itu tidak hanya lantaran kurang koordinasi. Lain halnya bila kinerja Pertamina kurang baik maka pencopotan dua direksi dengan alasan matahari kembar menjadi masuk akal,” ucap Kurtubi.
Ibarat nasi sudah menjadi bubur, lanjut Kurtubi, maka sosok yang terpilih nanti harus bisa melebihi dari capaian Pertamina saat ini. Oleh sebab itu, dia berharap pengganti dirut berasal dari kalangan internal Pertamina. Dengan begitu tidak butuh waktu untuk penyesuaian lagi. “Cari sosok yang mengerti bisnis perminyakan adalah Pertamina sendiri. Berarti orang dalam sendiri. Kalau orang luar ditaruh maka harus belajar dulu. Butuh waktu penyesuaian,” ujarnya.
Direktur Indonesian Resources Studies (Iress) Marwan Batubara mengapresiasi capaian Pertamina dalam beberapa tahun belakangan. Hal itu dilihat dari sisi pendapatan, penghematan serta inovasi. Kinerja cemerlang itu berkat kerja keras manajemen Pertamina. Menurutnya, Dewan Komisaris Pertamina bisa lebih objektif melihat seperti apa kontribusi direksi. “Saya berharap komisaris bisa objektif melihat. Katakanlah mereka rutin rapat dengan direksi sehingga bisa menilai siapa yang mempunyai prestasi sehingga kinerja Pertamina baik,” ujarnya.
Marwan menuturkan, sosok yang memimpin Pertamina nantinya harus profesional dan independen. Pasalnya, Pertamina merupakan perusahaan energi yang strategis. Kinerja Pertamina bisa melampaui Petronas antara lain karena kontrak-kontrak migas yang telah berakhir diserahkan ke Pertamina. Oleh sebab itu, dia meminta jangan sampai pimpinan Pertamina berikutnya hanya menguntungkan kepentingan tertentu. “Kita mau pengelolaannya profesional yang bebas dari kepentingan politik, jangan sampai memuluskan agenda lain untuk mendapatkan keuntungan kelompok tertentu. Selain itu harus independen dan bisa memajukan Pertamina,” ujar dia.
