Authorize the President of the National Energy Road Map

Minister of Energy and Mineral Resources Ignatius Jonan said President Joko Widodo has signed the Presidential Decree on the General Plan for National Energy (RUEN). The regulation is being promulgated by the Ministry of Justice and Human Rights. "Yesterday, the President is pleased to sign," said Jonan who served as Chief Executive of the National Energy Board, in Jakarta.

Menteri Energi dan Sumber Daya Mineral Ignasius Jonan mengatakan Presiden Joko Widodo telah menandatangani Peraturan Presiden tentang Rencana Umum Energi Nasional (RUEN). Regulasi tersebut sedang diundangkan oleh Kementerian Hukum dan Hak Asasi Manusia. “Kemarin Presiden berkenan menandatangani,” ujar Jonan yang menjabat Ketua Harian Dewan Energi Nasional, di Jakarta.

Poin utama yang disahkan adalah amanat bahwa energi adalah motor perekonomian. Selama ini, energi dianggap sebagai komoditas, untuk menyokong penerimaan negara. RUEN juga mengamanatkan pengembangan energi nasional berbasis sumber baru dan terbarukan. 

Targetnya, pada 2025, penggunaan energi bersih mencapai 23 persen. Peran batu bara ditekan hingga 30 persen. Sedangkan minyak bumi ditargetkan 25 persen dan gas 22 persen. Diperkirakan pada tahun tersebut konsumnsi energi mencapai 1,4 ton setara minyak per kapita. Kapasitas listrik nasional diperkirakan 115 gigawatt, dengan konsumsi listrik per kapita 2,5 megawatt jam.

Pemerintah yakin bisa memenuhi target energi bersih selama tarifnya kompetitif dengan energi fosil. Tapi, jika tidak, hal itu justru akan membuat tarif dasar Iistrik semakin mahal. Dewan Energi Nasional juga menekankan pentingnya membangun cadangan penyangga energi.

Saat ini, cadangan yang dimiliki baru cadangan operasional. Opsi lain adalah energi nuklir, menjadi pilihan akhir jika penerapan 23 persen energi bersih pada 2025 tidak tercapai.
