Wiratjama mengatakan, upaya melelang Wilayah Kerja migas dilakukan setiap tahun, baik untuk Wilayah Kerja blok migas konvensional yakni minyak dan gas serta blok migas non-konvensional (shale Gas dan CBM). Hanya sejak tahun 2015, peminat lelang turun. 

    Berdasarkan data ESDM, tahun 2015 bahkan tidak ada pemenang dari lelang Wilayah kerja migas. Agar ,lebih menarik, ESDM juga terus berbenah dengan mengeluarkan sejumlah regulasi.

Salah satunya menggunakan skema open bid pada lelang WK migas 2016. Dalam skema ini, investor bisa menawarkan besaran bagi hasil hingga signature bonus ke pemerintah. Nyatanya, ini juga belum berhasil. 

Dari tiga WK migas non-konvensional yang dilelang tahun lalu, seperti hanya satu Wilayah migas yang diminati, yaitu GMB Bungamas. Adalah PT Mantra Energi Service. Hanya karena dokumen administrasi tidak lengkap, penawaran perusahaan ini gugur. 

   ESDM pun melakukan penilaian lagi. Adapun dua sisanya yakni non konvensional yakni GMB Raja dan MNK Batu Ampar tidak ada peminat. "Lelang kita tidak diminati, ini yang menjadi tantangan. Makanya, berbagai regulasi ke depan kami revisi agar menjadi aktraktif," ujarnya.

Saat ini, pemerintah sedang menawarkan kepada para calon investor atau bidder agar menggunakan skema gross split untuk lelang Wilayah Kerja migas konvensional. Sementara untuk lelang Wilayah kerja non migas yang tidak laku tahun lalu akan dilelang kembali tahun. 

    Agar atraktif, pemerintah akan menawarkan skema  gross split dan juga open bid split. Dengan skema ini, calon investor tidak lagi memasukan penawaran bagi hasil, tapi hanya penawaran bonus tandatangan alias signature bonus. Ini adalah pembayaran ke pemerintah di awal sebelum penandatangan kontrak. "Ini menjadi bukti kesungguhan investor," ujarnya.
