Menurut juru bicara Pertamina Unit Pengolahan Kalimantan Dian Hapsari Firasati, dua kilang yang memproduksi 200 ribu barel bahan bakar minyak per hari ini menjalani perawatan selama tujuh pekan atau hingga 17 April nanti. “Ini proses perawatan rutin terhadap kilang,” katanya.
Kilang Balikpapan berkapasitas produksi total 260 ribu barel bahan bakar minyak per hari. Dengan demikian, masih ada kilang yang mampu menghasilkan 60 ribu barel bahan bakar minyak sehari. Menurut Dian, proses perawatan kilang tidak akan berdampak buruk terhadap pasokan bahan bakar di Kalimantan dan Sulawesi karena Pertamina sudah menyiapkan stok untuk 20 hari ke depan.
Dian menambahkan, Pertamina juga mendatangkan pasokan bahan bakar dari kilang Cilacap dan Riau, Dia mengklaim kombinasi pasokan dari dua kilang itu mampu mencukupi kebutuhan masyarakat Indonesia timur selama sebulan ke depan.

Selama proses perawatan, Pertamina memberlakukan buka-tutup jalan minyak Yos Sudarso yang menghubungkan kawasan Melawai-Rapak Karanganyar. Selain menjadi jalur distribusi minyak, ini merupakan prasarana transportasi vital bagi masyarakat Balikpapan.
Kebijakan buka-tutup diberlakukan pukul 06.00-08.00, 11.30-13.00, dan 16.00-17.30 Wita. Arus kendaraan dialihkan ke Jalan Warukin atau pintu 5, Jalan Minas (Stadion Pertamina), hingga Jalan Bongas 9.

Direktur Pengolahan Pertamina, Toharso, mengatakan pengoperasian kilang terhenti karena satu pipa bocor. “Tekanannya drop, lalu turbin mati dengan sendirinya. Karena tekanan uapnya bocor, salah satu dari lima turbin tidak berputar, Listrik tidak ada, akhirnya mati semua,” ujarnya.
Toharso mengatakan penyebab gangguan kilang adalah masalah perawatan. Menurut dia, pipa uap bocor karena sudah tua.“ Dipasang pada 1948. Turbin sudah tua. Artinya, kebocoran ini dari awal kurang terdeteksi, karena tua,” kata dia.
Kilang Balongan di Indramayu, Jawa Barat, juga terganggu pada 25 Februari lalu. Kilang ini menghasilkan bahan bakar jenis bensin 58 ribu barel per hari, ditambah 12 ribu barel minyak tanah, 43 ribu barel bahan bakar diesel, 560 ton elpiji, serta 540 ton propilena per hari.
Toharso membantah kabar bahwa kilang itu mengalami gangguan total alias black-out. Menurut dia, Pertamina akan menyelesaikan proses perawatan pada akhir Februari lalu. Setelah masa perawatan, kilang belum bisa beroperasi normal karena mesin-mesinnya dihidupkan secara bertahap hingga lima hari.
