Sharing in the Six Block Oil and Gas Evaluated



Scheme of the oil and gas based on the gross production in six blocks evaluated. Six oil and gas blocks out of contract in 2018 that the government handed over to PT Pertamina Hulu Energi, a subsidiary of PT Pertamina to manage.

Bagi Hasil di Enam Blok Migas Dievaluasi


Skema bagi hasil minyak dan gas berdasarkan produksi bruto di enam blok dievaluasi. Enam blok migas yang habis masa kontraknya pada 2018 itu diserahkan pemerintah kepada PT Pertamina Hulu Energi, anak usaha PT Pertamina untuk dikelola.

Ke-enam blok yang pengelolaannya diserahkan kepada Pertamina Hulu Energi itu adalah Blok South East Sumatera, Blok East Kalimantan, Blok Tengah di Kalimantan Timur, Blok North Sumatera Offshore, Blok Ogan Komering JOB di Sumatera Selatan, dan Blok Tuban JOB di Jawa Timur.

”Terhadap ke-enam blok yang diserahkan kepada kami pengelolaannya itu, kami diberi waktu mengevaluasi terkait gross split, (pembagian hasil minyak dan gas berdasarkan produksi bruto). Lalu kami akan mengajukan proposal berisi masukan kepada pemerintah terkait pemberlakuan gross split terhadap ke-enam blok itu,” ujar Direktur Utama Pertamina Hulu Energi Gunung Sardjono Hadi di Jakarta, Rabu (15/3).

Menurut Gunung, pada intinya pihaknya tidak keberatan skema gross split diberlakukan sepanjang nilai keekonomian proyek terpenuhi dan tetap menarik dari sisi investasi. Apabila berdasarkan evaluasi skema gross split dibandingkan konsep bagi hasil dengan komponen cost recovery (biaya operasi yang bisa dipulihkan) masih ada kekurangan, pihaknya akan mengajukan penambahan insentif kepada pemerintah.

”Sebelum semester I tahun ini hasil evaluasi sudah harus kami serahkan kepada pemerintah,” kata Gunung.

Pemerintah sudah menerbitkan Peraturan Menteri Energi dan Sumber Daya Mineral Nomor 8 Tahun 2017 tentang Kontrak Bagi Hasil Gross Split. Konsep ini berlaku bagi kontrak migas baru dan kontrak yang sudah diterminasi. Adapun untuk kontrak migas hasil perpanjangan, kontraktor mempunyai dua pilihan, menggunakan gross split atau cost recovery.

Energi terbarukan

Kamar Dagang dan Industri (Kadin) Indonesia mendukung upaya pemerintah mengurangi ketergantungan terhadap bahan bakar fosil. Apalagi, potensi pengembangan energi baru dan terbarukan di Indonesia besar. Namun, Kadin menilai, ada berbagai masalah yang menyulitkan pengembangan energi baru dan terbarukan di Indonesia.

”Selain masalah finansial, ada berbagai tantangan lain,” kata Ketua Komite Tetap Kadin Indonesia Bidang Lingkungan dan Pengelolaan Limbah Donny Yoesgiantoro dalam acara Biogas and, Waste to Energy Indonesia Forum 2017 di Jakarta, Rabu.

Masalah itu antara lain kesulitan menyediakan dan menyiapkan lahan, proses perizinan, dan tumpang tindih Wilayah. Direktur Jenderal Energi Baru dan Terbarukan serta Konservasi Energi Kementerian ESDM Rida Mulyana mengatakan, pemerintah berkomitmen mengembangkan dan memanfaatkan energi baru dan terbarukan.
