Sejak April 2016 lalu, pemerintah memang membuka lelang 14 blok migas. Perinciannya: tujuh blok migas konvensional reguler, yaitu Blok South CPR Suremana I, Oti, Manakarra Mamuju, SE Mandar, North Argunim dan Kasumi II.
Adapun blok migas konvensional dengan penawaran langsung, yakni Blok Batu Gajah, Kasongan Sampit, Ampuh, Bukit Barat, Ebuny, Onin, dan West Kaimana. Namun terkait blok penawaran langsung ada tiga kandidat, yakni Blok Ebuny, Onin dan West Kaimana. Sementara untuk reguler belum diketahui.
Masalahnya, dari dua pemenang blok migas tersebut belum ada pemenang yang memutuskan untuk menggunakan skema gross split. Jadi, pemerintah masih mengarahkan agar pemenang lelang blok migas konvensional tersebut bisa menggunakan skema kontrak bagi hasil gross split, meskipun pelelangan dilakukan sebelum aturan terbit.
