Fuel Standard Euro 4
The Ministry of Energy and Mineral Resources confirms that the application of fuel standard Euro 4 need to wait for the readiness of oil refineries in the country to be able to produce these specifications. Director General of Oil and Gas of the Ministry of Energy and Mineral Resources (ESDM) I Gede Nyoman Wiratmaja Puja says, every fuel oil (BBM) which is marketed must comply with the specifications set out by the Directorate General of Oil and Gas, Ministry of Energy and Mineral Resources.
He assessed the implementation of Euro 4 fuel standards need to consider the ability of the oil refineries in the country. National oil refinery today, not yet ready to support implementation of the fuel standard Euro 4. Therefore, plan drafting regulations on the obligation of Euro 4 fuel consumption remains to be adjusted to the ability of refineries in the country.
"The Euro 4, if issued specifications can still be, but its implementation must await the refineries we are ready," he said
He explained that the refineries in the country is only able to produce fuel standard Euro 4 in 2023. Currently, PT Pertamina currently revitalizing four refineries and two new refinery projects. Refinery capacity building project that is Cilacap, Balikpapan refinery, refinery Balongan and Dumai Refinery. Meanwhile, two new refineries are built with the assignment scheme Tuban and Bontang refinery with a capacity of 300,000 barrels each per day (bpd).
Balikpapan refinery is projected to produce fuel of Euro 4 in 2019. Then, proceed with the Cilacap refinery, refinery Balongan refinery in Tuban, Bontang and Dumai Refinery. "The refinery will be ready in 2023 for everything. Then gradually may still be, "he said.

Kementerian ESDM menegaskan bahwa penerapan bahan bakar minyak berstandar Euro 4 perlu menunggu kesiapan kilang minyak di dalam negeri untuk mampu menghasilkan spesifikasi tersebut. Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) I Gede Nyoman Wiratmaja Puja mengatakan, setiap bahan bakar minyak (BBM) yang dipasarkan harus mengikuti spesifikasi yang ditetapkan dari Ditjen Minyak dan Gas Bumi, Kementerian ESDM.
Dia menilai, penerapan standar BBM Euro 4 perlu mempertimbangkan kemampuan kilang minyak di Tanah Air. Kilang minyak nasional saat ini, belum siap mendukung penerapan standar BBM Euro 4. Oleh karena itu, rencana penyusunan regulasi tentang kewajiban pemakaian BBM Euro 4 tetap harus disesuaikan dengan kemampuan kilang di dalam negeri.
“Yang Euro 4, kalau mengeluarkan spesifikasi masih bisa, tetapi implementasinya mesti menunggu kilang-kilang
kita siap,” ujarnya
Dia menjelaskan, kilang di dalam negeri hanya mampu memproduksi BBM standar Euro 4 pada 2023. Saat ini, PT Pertamina sedang merevitalisasi empat kilang dan dua proyek kilang baru. Proyek peningkatan kapasitas kilang yaitu Kilang Cilacap, Kilang Balikpapan, Kilang Balongan, dan Kilang Dumai. Sementara itu, dua kilang baru yang dibangun dengan skema penugasan yakni Kilang Tuban dan Kilang Bontang dengan kapasitas masing-masing 300.000 barel per hari (bph).
Kilang Balikpapan diproyeksi akan menghasilkan BBM Euro 4 pada 2019. Kemudian, dilanjutkan dengan Kilang Cilacap, Kilang Balongan, Kilang Tuban, Kilang Bontang dan Kilang Dumai. “Kilang itu akan siap 2023 untuk semuanya. Kalau bertahap mungkin masih bisa,” katanya.
Menteri Kehutanan dan Lingkungan Hidup Siti Nurbaya mengeluarkan beleid baru yakni Peraturan Menteri LHK No. 20/2017 tentang Penerapan Baku Mutu Emisi Kendaraan. Adapun, melalui aturan tersebut kendaraan bermotor Wajib menggunakan bahan bakar dengan standar emisi Euro 4 yakni memiliki kadar sulfur yang bisa ditolerir tidak lebih dari 50 part per millar (ppm) yakni dengan kadar oktan (research octane number/RON) 92
