WK Auction Terms Gas More Soft



Ministry of Energy and Mineral Resources (MEMR) plans to auction 15 working areas (WK) of oil and gas in May. Details, 10 work areas of conventional and 5 non-conventional working area.

    Director General of Oil and Gas Ministry of Energy and Mineral Resources Wiratmaja Puja IGN stated, the entire auction scheme in the form of gross revenue share split to replace the cost recovery scheme. With a gross scheme the government split a share of oil and gas that is smaller than the percentage for the results so far. 

     However, the oil and gas section received by the government that no longer intact due to reduced operating costs for the replacement of oil exploitation activities are charged cooperation contract (PSC).

     According Wiratmaja, preferably split scheme PSC's gross cash flow is not affected because the duration of the operational cost recovery and Special Unit of Upstream Oil and Gas (SKK Migas). "For the auction in the first half of this year, there were 15 WK. All will be offered in the PSC (production sharing contract) gross split," he said

     Not only split the gross scheme, the government also asked for a signature bonus (signature bonus) with an open auction system. Later auction participants mentioned financial capability guarantees that the bidding documents and gas working areas. 

    So, between the government and bidders, made possible bargain signature bonus value. Bargaining occurs because of the potential and challenges of each region is different oil and gas work.

"In the past (signature bonus) is limited so. There was owner estimate because the shape of the basin (oil and gas working areas) have their respective characters. The data is different and also different potential" says the professor of ITB.

Syarat Lelang WK Migas Lebih Lembut


Kementerian Energi dan Sumber Daya Mineral (Kementerian ESDM) berencana melelang 15 wilayah kerja (WK) minyak dan gas pada Mei mendatang. Perinciannya, 10 wilayah kerja konvensional dan 5 wilayah kerja non-konvensional.

Direktur Jenderal Migas Kementerian ESDM IGN Wiratmaja Puja menyatakan, seluruh lelang menggunakan skema bagi hasil berupa gross split untuk menggantikan skema cost recovery. Dengan skema gross split pemerintah memperoleh bagian minyak dan gas bumi yang lebih kecil jika dibandingkan dengan persentase bagi hasil selama ini. 

     Namun, bagian minyak dan gas yang diterima pemerintah itu utuh karena tidak lagi dikurangi penggantian biaya operasional untuk kegiatan eksploitasi minyak yang ditagihkan kontraktor kontrak kerja sama (KKKS).

Menurut Wiratmaja, skema gross split lebih disukai KKKS karena arus kasnya tidak terpengaruh durasi pengembalian biaya operasional dan Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas). "Untuk lelang pada semester pertama tahun ini, ada 15 WK. Semua akan ditawarkan dalam PSC (production sharing contract) gross split,” ujarnya 

Bukan hanya skema gross split, pemerintah juga meminta bonus tanda tangan (signature bonus) dengan sistem lelang terbuka. Nanti peserta lelang menyebutkan jaminan kemampuan keuangan tersebut dalam dokumen lelang wilayah kerja migas.

     Jadi, antara pemerintah dan peserta lelang, dimungkinkan terjadi tawar-menawar nilai signature bonus. Tawar-menawar terjadi karena potensi dan tantangan setiap wilayah kerja migas berbeda-beda.

"Dulu (signature bonus) dibatasi sekian. Ada owner estimate karena bentuk cekungan (wilayah kerja migas) punya karakter masing-masing. Datanya berbeda dan potensi juga berbeda-beda" kata guru besar ITB tersebut.
