Gross Split Charm will be tested

Tender of new oil and gas block

The government offers 15 new oil and gas work areas at the first round of 2017 auctions that will test the appeal of the implementation of gross split-sharing contracts.

Of the total 15 new oil and gas blocks, seven blocks are offered through direct offerings. The seven blocks are Andaman I, Andaman II, South Tuna, Merak Lampung, Pekawai, West Yamdena and Kasuri III. For East Kalimantan blocks, East Tanimbar, Memberamo, Jambi I and Jambi II gas shale blocks and methane coal blocks of Raja, Bungamas and West Air Komering coal are offered through regular auctions.

Deputy Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar said it was waiting for a response to the implementation of gross split in the new work area on the first-round block offerings. He did not want to give an initial justification for gross splits that are considered unattractive. Moreover, he mentioned that there is no evidence that the offered work area is not desirable to investors

Not interested in the auction based on many factors. For example oil prices, investor strategies, and whether pulling from the side of its underground layer. Therefore, Arcandra considers the absence of a new contract signed from the 17-year bidding last year could not be due to one reason.

"Gross split for the new block is gross split. We'll see the impact. With gross split we offer what kind of impact. If talking is not taken, many factors. Then, the investment strategy from who wants to invest, whether he wants to invest new block or brown field.

Then, whether the block is interesting or not, "he said after closing the 41th Indonesian Petroleum Association (IPA) Convention and Exhibition in Jakarta, Friday (19/5).

Bonus signature offered is not too high. With a range of US $ 500,000 to US $ 750,000 is not a relatively large nominal. Later on, the nominal bonus signature and a definite commitment to conduct activities will be the consideration of the enthusiast can get the right to manage the block

Chairman of the Indonesian Employers Association (APINDO) Hariyadi Sukamdani said the picture of the realization of investment in 2015 and 2016 can adequately reflect the interests of business actors today. Based on data from the Special Unit for Upstream Oil and Gas Business Activities (SKK Migas), the realization of investment in 2,015 reached US $ l5.34 billion while in 2016 decreased 27% to US $ 11.15 billion.

PRIVATE CONTRIBUTIONS

He considered the government still needs the contribution of private business actors. The reason, the government can not rely on 100% of all upstream oil and gas upstream activities of the country to PT Pertamina as a state-owned oil and gas sector. Moreover, in 2016 there is not a single working area signed by his new contract based on the results of government offerings.

"Looking at this 1 year it seems that what the government does not provide an appeal to actors in this sector. This is a problem, "he said.

He considers the government's efforts to shorten the procurement process through gross split has not attracted investors enough. "Now, the steps are more like ad hoc or trial and error," he said.

IPA Vice President Daniel Wieczynski said Indonesia is generally considered to be less attractive to investors compared to other countries in Asia Pacific. In fact, Indonesia has potential with economic growth of about 5% per year.

In addition, the budget policy to reduce subsidies is enough to provide green light for business actors to make Indonesia as an investment destination. Unfortunately, that did not happen in the upstream oil and gas sector with the lack of exploration being executed.

IN  INDONESIAN
TENDER BLOK MIGAS BARU

Dengan kisaran US$ 500.000 hingga US$ 750.000 bukanlah nominal yang tergolong besar.

KONTRIBUSI SWASTA

Dia menilai pemerintah masih membutuhkan kontribusi pelaku usaha swasta.
