Pertamina Take a Minority Share of Bontang Refinery



Kuwait and China are competing to win the project.

PT Pertamina only put a little capital in the plan to build an oil processing facility in Bontang, East Kalimantan The company will only take 5-10 percent stake in the project. The rest will be handed over to strategic partners.

"Our Bontang refinery will take 5-10 percent of the shares," Pertamina President Director Elia Massa Manik said in a presentation of the company's performance in its office in Jakarta.

Pertamina Director of Pertamina Processing and Petrochemical Processing, Rachmad Hardadi, explained that there are currently nine potential partners. Two companies that have a chance to win are Sinopec, a Chinese state-owned company, and Kuwait Petroleum International, as well as state-owned companies. Pertamina hopes partners can be elected in June.

The bankable feasibility study (BFS) could be accelerated by the end of 2017. Rachmad said the project implementation could be faster due to its location adjacent to the Bontang LNG plant, managed by PT Badak NGL. Rhino is a company affiliated with Pertamina. In the area, there are already supporting facilities such as boiler units, power plants, and storage tanks.

"From the very crucial field of land in the implementation of the project, we no longer need to do procurement: It can save time." The plan, the project will be built on 460 hectares of state land. Pertamina will use it with lease mechanism.

The company will start the initial construction, which is land preparation, in early 2018. The physical construction will be done in 2019. Pertamina targets Bontang refinery to be operational by 2023. Refinery investment is estimated at US $ 13-15 Billion

Bontang refinery is one of the government's strategic projects. The facility will be designed with a capacity of 300 thousand barrels per day. The product that will be produced is Euro 5 standard fuel oil. Initially, the government chose a cooperation scheme of government and business entities. However, based on the Decree of the Minister of Energy and Mineral Resources No. 7935 K / 10 / MEM / 2016, the government finally assigned Pertamina.

Deputy Minister of Energy Archandra Tahar previously requested the construction of the Bontang project for 3.5 years. Acceleration is needed because the increase of oil processing capacity in the country is the mandate of President Joko Widodo. "We hope Bontang refineries can be accelerated like in Tuban," said Arcandra.

Pertamina plans to speed up a new refinery project in Tuban, East Java, by 2021. The target is a year ahead of its original plan, which is in 2022. The company is partnered with a Russian company, Rosneft. Currently, the company is finalizing environmental impact analysis (AMDAL) and financial feasibility studies. Hardadi claimed two things could be completed in June 2017.

Pertamina must also seek funding for revitalizing Balongan refinery in West Java, and Dumai refinery in Riau. Initially, Pertamina agreed on a joint venture with Aramco. However, at the end of January, Aramco declined so that Pertamina did it on its own. The two projects are part of the second phase refinery revitalization program, after the revitalization of the Balikpapan and Cilacap refineries has been completed

Kuwait dan Cina bersaing ketat untuk memenangi proyek.

PT Pertamina hanya menempatkan sedikit modal dalam rencana pembangunan fasilitas pengolahan minyak di Bontang, Kalimantan Timur Perusahaan hanya akan mengambil 5-10 persen saham proyek tersebut. Sisanya akan diserahkan kepada mitra strategis.

“Kilang Bontang kami akan ambil 5-10 persen saham,” ujar Direktur Utama Pertamina Elia Massa Manik dalam paparan kinerja perusahaan di kantornya, Jakarta.

Direktur Megaproyek Pengolahan dan Petrokimia Pertamina, Rachmad Hardadi, menjelaskan saat ini terdapat sembilan calon mitra. Dua perusahaan yang berpeluang menang adalah Sinopec, perusahaan milik pemerintah Cina, dan Kuwait Petroleum International, juga perusahaan milik negara. Pertamina berharap mitra bisa terpilih pada Juni nanti.

Adapun dokumen studi kelayakan keuangan (bankable feasibility study/ BFS) bisa dipercepat pada akhir 2017.Rachmad mengatakan pelaksanaan proyek bisa lebih cepat karena lokasinya berdampingan dengan kilang LNG Bontang, yang dikelola PT Badak NGL. Badak adalah perusahaan yang berafiliasi dengan Pertamina. Di area itu, sudah ada fasilitas pendukung seperti unit boiler, pembangkit listrik, dan tangki penyimpanan.

“Dari sisi lahan yang sangat krusial dalam pelaksanaan proyek, kami tidak perlu lagi melakukan pengadaan: Itu dapat menghemat waktu.” Rencananya, proyek tersebut akan dibangun di atas lahan negara seluas 460 hektare. Pertamina akan memanfaatkannya dengan mekanisme sewa.

Perusahaan akan memulai konstruksi tahap awal, yaitu penyiapan lahan, pada awal 2018. Adapun pengerjaan fisik baru dilakukan pada 2019. Pertamina menargetkan kilang Bontang bisa beroperasi pada 2023. Investasi kilang diperkirakan mencapai US$ 13-15 Miliar 

Kilang Bontang termasuk salah satu proyek strategis pemerintah. Fasilitas itu akan didesain berkapasitas 300 ribu barel per hari. Produk yang bakal dihasilkan adalah bahan bakar minyak berstandar kualitas Euro 5. Awalnya, pemerintah memilih skema kerja sama pemerintah dan badan usaha. Namun, berdasarkan Keputusan Menteri Energi dan Sumber Daya Mineral Nomor 7935 K/10/ MEM/2016, pemerintah akhirnya menugasi Pertamina.

Wakil Menteri Energi Archandra Tahar sebelumnya meminta pengerjaan proyek Bontang cukup 3,5 tahun. Percepatan dibutuhkan karena peningkatan kapasitas pengolahan minyak di dalam negeri adalah amanat Presiden Joko Widodo. “Kami harapkan kilang Bontang bisa dipercepat seperti di Tuban,” ujar Arcandra.

Pertamina berencana mempercepat proyek kilang baru di Tuban, Jawa Timur, pada 2021. Target itu setahun lebih cepat daripada rencana semula, yaitu pada 2022. Perusahaan bermitra dengan perusahaan asal Rusia, Rosneft. Saat ini, perusahaan sedang menyelesaikan dokumen analisis mengenai dampak lingkungan (amdal) dan studi kelayakan finansial. Hardadi mengklaim dua hal itu bisa rampung pada Juni 2017.

Pertamina juga harus mencari dana untuk mengerjakan revitalisasi kilang Balongan di Jawa Barat, dan kilang Dumai di Riau. Awalnya, Pertamina menyepakati kongsi dengan Aramco. Namun, pada akhir Januari lalu, Aramco menyatakan  mundur sehingga Pertamina mengerjakannya sendiri. Dua proyek itu merupakan bagian dari program revitalisasi kilang tahap II, setelah revitalisasi kilang Balikpapan dan Cilacap rampung.
