PGN is exploring LNG business

PT Perusahaan Gas Negara (Persero) Tbk is expanding its business of buying and selling gas not only through pipes, but also in the form of liquefied natural gas / LNG. The state-owned gas company is currently participating in a LNG procurement tender for electricity and smelter plant,

Director of Strategy and Business Development PGN Wahid Sutopo said it is still in the process of preparing for the auction of procurement of LNG held by PT PLN (Persero). PGN will participate in auctions for several power plant projects, including gas procurement for Central Indonesia.

For PLN auction, participate in several locations, including in Central Indonesia. If the one in Central Indonesia has just started, just get out the RFP (request for proposal), so it's still preparation.

He explained that PGN participated in the auction to help PLN to fulfill gas needs for domestic electricity. In addition, this step is also in line with PGN's strategy of expanding the market to Eastern Indonesia with its LNG supply business. The LNG model was chosen because the gas needs in Eastern Indonesia tend to be fragmented.

At the same time, PGN also participated in a gas procurement auction for smelters in Pomalaa, Southeast Sulawesi. Where entered East Indonesia starting from PLN auction, smelters as well. The one at the auction at Pomalaa is also still preparing,

Previously, PLN has announced PGN as one of the companies that passed prequalification for gas auction procurement in Central Indonesia. A total of 11 companies or consortiums have passed, among others, PT Pertamina (Persero), PT Medco Energi International Tbk, Socar Petroleum SA consortium, PT Humpuss Transportasi Kimia, PT PP Tbk and PT Toba Sejahtera, and a consortium of PT Bukaka Teknik Utama Tbk, Tokyo Gas Co Ltd, and Mitsui Co Ltd, a consortium of Itochu Corporation and PT Energasindo Heksa Karya.

In this auction, the auction participants will be obliged to provide gas of 230 million standard cubic feet per day / mmscfd for some power plants in Central Indonesia. However, unlike the usual auction, the auction winner will also be responsible for building LNG Hub to accommodate LNG on a medium scale, providing a vessel that will distribute it to PLN plants, including building regasification facilities near the plant.

Wahid admitted that if he won the gas procurement auction, PGN would need additional gas allocation. The potential additional demand through this auction has not been included in the proposed additional gas allocation proposed by PGN to the government. Will add new allocations, because they do not enter the current allocation.

He added that PGN also has not considered the option to import gas to increase its gas source. He is optimistic that domestic gas sources are still sufficient to cover the growth of this demand. Supported Hulu Especially for LNG supply, Wahid said, PGN will not build its own LNG plant. The Company will utilize the existing LNG plant which is Bontang, East Kalimantan and Tangguh, West Papua.

Moreover, the gas produced from Jangkrik Field, Muara Bakau Block will also be processed at Bontang LNG plant managed by PT Badak LNG. Muara Bakau this year started production. Saka Energy is also there.

Saka Energi is a subsidiary of PGN engaged in upstream oil and gas sector. Saka Energi holds a 11.66% interest in the Muara Bakau Block. The plan is that the oil and gas block can produce up to 450 mmscfd of gas or equivalent to 3 million tons per year. Muara Bakau entered the middle of this year.

Not only that, PGN will also obtain additional production and the Sanga-Sanga Block that Saka Energy has just taken over from BP Indonesia. Thus, now PGN through Saka Energi holds a 26.25% participation interest in the block. Wahid said that the oil and gas blocks in which Saka Energi has the right to participate also become one of PGN's gas sources.

    The reason, by holding the right of participation, Saka Energy is also entitled to some of its oil and gas production. If given, if we submit to the Ministry of ESDM and given allocation, oil and gas allocation will be used. But we do not limit it.

In addition to these two blocks, Saka Energi also has the right to participate in a number of other oil and gas blocks. In detail, Saka Energi holds a 20% participating interest in Ketapang Block, 100% in Pangkah Block, 30% in Block Bangkanai, 100% in South Sesulu Block, 8.9% in Southeast Sumatera Block, 30% in West Bangkanai Block and 20 % In Muriah Block. Saka Energi also owns 36% stake in Fasken Area (Shale Gas), Texas, United States.

PGN Merambah Bisnis LNG

PT Perusahaan Gas Negara (Persero) Tbk memperluas bisnis jual beli gasnya tidak hanya melalui pipa, tetapi juga dalam bentuk gas alam cair/LNG. Perusahaan gas pelat merah itu kini sedang mengikuti Ielang pengadaan LNG untuk kelistrikan dan pabrik pemurnian bijih tambang (smelter)

Direktur Strategi dan Pengembangan Bisnis PGN Wahid Sutopo mengatakan, pihaknya kini masih dalam proses persiapan mengikuti lelang pengadaan LNG yang digelar oleh PT PLN (Persero). PGN akan mengikuti lelang untuk beberapa proyek pembangkit sekaligus, termasuk pengadaan gas untuk Indonesia Tengah.

Untuk lelang PLN, ikut beberapa lokasi, termasuk di Indonesia Tengah. Kalau yang di Indonesia Tengah baru saja dimulai, baru saja keluar RFP (request for-proposal), jadi masih persiapan.

Dia menjelaskan, PGN mengikuti lelang tersebut untuk membantu PLN untuk memenuhi kebutuhan gas untuk kelistrikan dalam negeri. Selain itu, langkah ini juga sejalan dengan strategi PGN memperluas pasar hingga Indonesia Timur dengan bisnis pasokan LNG. Model LNG dipilih karena kebutuhan gas di Indonesia Timur cenderung terpisah-pisah. 

Dalam waktu yang sama, PGN juga mengikuti lelang pengadaan gas untuk smelter di Pomalaa, Sulawesi Tenggara. Dimana masuk Indonesia Timur mulai dari lelang PLN, smelter juga. Yang di lelang di Pomalaa juga masih persiapan,

Sebelumnya, PLN telah mengumumkan PGN sebagai salah satu perusahaan yang lolos prakualifikasi untuk lelang pengadaan gas di Indonesia Tengah ini. Totalnya terdapat 11 perusahaan atau konsorsium yang lolos, diantaranya, PT Pertamina (Persero), PT Medco Energi Internasional Tbk, konsorsium Socar Petroleum SA, PT Humpuss Transportasi Kimia, PT PP Tbk, dan PT Toba Sejahtera, serta konsorsium PT Bukaka Teknik Utama Tbk, Tokyo Gas Co Ltd, dan Mitsui Co Ltd, konsorsium Itochu Corporation dan PT Energasindo Heksa Karya.

Dalam lelang ini, peserta lelang akan berkewajiban menyediakan gas sebesar 230 million standard cubic feet per day/mmscfd untuk beberapa pembangkit listrik di Indonesia Tengah. Namun berbeda dengan lelang biasanya, pemenang lelang juga akan bertanggung jawab membangun LNG Hub untuk menampung LNG dalam skala menengah, menyediakan kapal yang akan mendistribusikannya ke pembangkit-pembangkit PLN, termasuk membangun fasilitas regasitikasi di dekat pembangkit.

Wahid mengakui, jika memenangkan lelang pengadaan gas ini, PGN bakal membutuhkan tambahan alokasi gas. Pasalnya, potensi tambahan permintaan melalui lelang ini belum dimasukkan dalam usulan tambahan alokasi gas yang diajukan PGN ke pemerintah. Akan menambah alokasi baru, karena tidak masuk alokasi yang sekarang.

Dia menambahkan, PGN juga belum mempertimbangkan opsi impor gas untuk menambah sumber gasnya. Dia optimistis sumber gas dalam negeri masih cukup untuk menutup pertumbuhan permintaan ini. Didukung Hulu Khusus untuk pasokan LNG, Wahid menuturkan, PGN tidak akan membangun kilang LNG sendiri. Perseroan akan memanfaatkan kilang LNG yang sudah adalah Bontang, Kalimantan Timur dan Tangguh, Papua Barat. 

Apalagi, gas yang dihasilkan dari Lapangan Jangkrik, Blok Muara Bakau juga akan diolah di kilang LNG Bontang yang dikelola PT Badak LNG. Muara Bakau tahun ini mulai produksi. Saka Energi ada juga di situ.

Saka Energi merupakan anak usaha PGN yang bergerak di sektor hulu migas. Saka Energi memegang hak partisipasi sebesar 11,66% di Blok Muara Bakau, Rencananya, blok migas ini dapat menghasilkan gas hingga 450 mmscfd atau setara dengan 3 juta ton per tahun. Muara Bakau masuk pertengahan tahun ini.

Tidak hanya itu, PGN juga akan memperoleh tambahan produksi dan Blok Sanga-Sanga yang baru saja diambil alih Saka Energi dari BP Indonesia. Sehingga, kini PGN melalui Saka Energi memegang hak partisipasi sebesar 26,25% di blok tersebut. Wahid mengungkapkan, blok-blok migas dimana Saka Energi memiliki hak partisipasi juga menjadi salah satu sumber gas PGN. 

Pasalnya, dengan memegang hak partisipasi, Saka Energi juga berhak atas sebagian produksi migasnya. Kalau di beri, kalau kami ajukan ke Kementerian ESDM dan diberikan alokasi,  jatah migas akan dipakai. Tetapi kami tidak membatasi dari situ saja.

Selain dua blok tersebut, Saka Energi juga memiliki hak partisipasi di sejumlah blok migas lain. Rincinya, Saka Energi memegang 20% hak partisipasi di Blok Ketapang, 100% di Blok Pangkah, 30% di Blok Bangkanai, 100% di Blok South Sesulu, 8,9% di Blok Southeast Sumatera, 30% di Blok West Bangkanai, dan 20% di Blok Muriah.  Saka Energi juga memiliki saham 36% di Fasken Area (Shale Gas), Texas, Amerika Serikat.
