SELLING PRICE

Proses penawaran gas suar bakar akan dimulai pada semester 1/2017 setelah pendataan potensi gas dari sisa kegiatan eksplorasi dan produksi minyak bumi tersebut.
Deputi Bidang Pengendalian dan Monetisasi Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Parulian Sihotang mengatakan, pihaknya masih melakukan pendataan potensi gas suar bakar sebelum melakukan penawaran. Dia menargetkan penawaran bisa dilakukan pada semester 1/2017.
Berdasarkan Peraturan Menteri ESDM No. 32/2017 tentang Pemanfaatan dan Harga Jual Gas Suar pada Kegiatan Usaha Hulu Minyak dau Gas Bumi, SKK Migas nantinya yang akan menawarkan volume gas dari beberapa lapangan yang memiliki potensi gas suar bakar yang belum termanfaatkan.
Gas suar bakar merupakan jenis gas yang dihasilkan dari kegiatan eksplorasi dan produksi atau pengolahan minyak atau gas bumi yang dibakar karena tidak dapat ditangani oleh fasilitas produksi atau pengolahan yang tersedia sehingga belum dimanfaatkan secara optimal.
Pemerintah berharap agar pemanfaatan gas bisa mendukung kebutuhan ketenagalistrikan, pemanfaatan gas pipa bagi rumah tangga dan industri, gas alam terkompresi (Compmssed natural gas/CNG) Liquefied petroleum gas (LPG) hingga dimetil eter.
Dari data Kementerian Energi dan Sumber Daya, Mineral (ESDM), dan total potensi gas suar 200 juta kaki kubik per hari (MMscfd) pada 2016, terdapat 83,4 MMscfd yang telah dimanfaatkan. Sementara itu, sebaran gas suar berada di Jawa Barat, Jawa Tengah, Jawa Timur, Kalimantan Timur, Sumatra Selatan, Jambi, dan Aceh dari 175 cerobong pembakaran.

HARGA JUAL
Terkait dengan harga gas suar, pemerintah telah menetapkan batas harga jual untuk lembaga pemerintah yakni US$0,35 per MMBtu. Di sisi lain, dalam ketentuan peralihan yakni belum dilakukan kesepakatan, harga jualnya tidak boleh lebih dari US$3,67 per MMBtu.
Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM I Gusti Nyoman Wiratmaja Puja mengatakan, harga jual baru nantinya ditetapkan melalui proses lelang. Untuk kontrak yang sudah berjalan, dia menyebut, tidak akan berubah dengan adanya ketentuan baru itu.
Pada bagian lampiran, disertakan pula formula harga yang mempertimbangkan kandungan gas hidrogen sulfida (H2S) dan karbondioksida (CO2). Rentang koreksi harga dengan kandungan H2S sebanyak kurang atau sama dengan 1.400 ppmv mulai dari US$0,1 hingga US$3,32, untuk kadar lebih dari 1.400 ppmv.
Adapun, faktor koreksi juga dipengaruhi kombinasi kadar CO2 yakni kurang dari 15% Mol hingga lebih dari 30% Mol, “Kalau baru, harga ditetapkan melalui penawaran lelang. Kalau yang sudah ada, kontrak tetap berjalan. Formula untuk peralihan."
Direktur Pembinaan Usaha Hilir Migas Setyorini Tri Hulami mengatakan, berlakunya Peraturan Menteri ESDM No. 32/2017, hanya akan menghapus ketentuan tentang pemanfaatan gas suar bakar yang diatur dalam Peraturan Menteri ESDM No. 6/2016.
Pasalnya, pada beleid tersebut diatur pula tentang tata cara penetapan alokasi gas bagi badan usaha niaga gas. komitmen penyaluran gas kepada konsumen akhir dan komitmen pembangunan infrastruktur. Oleh karena itu, dia menyebut ketentuan lain tetap berlaku dan revisi tidak perlu dilakukan.
Sementara itu, beleid tentang penetapan alokasi gas yakni Peraturan Menteri ESDM No.6/2016 masih berlaku kendati ketentuan tentang pemanfaatan gas suar bakar tidak lagi berlaku.
Dengan berlakunya Peraturan Menteri ESDM No. 32/2017, Peraturan Menteri No. 6/2016 tentang Penetapan Alokasi Gas akan dihapus mengenai pemanfaatan gas suar bakarnya. Sekretaris Ditjen Migas Kementerian ESDM Susyanto mengatakan, pada Peraturan Menteri No. 6/2016 diatur pula tentang tata cara penetapan alokasi gas.
