Indonesia's oil and gas production has not moved up from year to year. One of the causes is that new oil and gas projects still can not contribute, because there are still problems. As related to prices and infrastructure of oil and gas itself.
Indeed, the Special Unit for Upstream Oil and Gas Business Executor (SKK Migas) has 14 oil and gas projects that have been targeted to deliver gas or onstream by 2025.
Specifically this year, there are three projects that should have been able to supply gas. First, the Matindok oil and gas project can produce 65 million standard cubic feet per day or mmscfd in the second quarter of this year.
Second, the Cricket Field project that can produce the value of the third quarter of 2017. Crude oil production can reach 2.00 barrels per day and about 450 million standard cubic feet of gas per day or mmscfd.
The third is the Madura BD oil and gas projects under construction. SKK Migas targets the Madura BD Block project to start production in the second quarter of this year. Understandably, this oil and gas block has a significant value of oil and gas production for the size of Indonesia. Namely reach 5,000 barrels of oil per day and 110 million standard cubic feet of gas per day.
But the Madura block production process is threatened when the buyers are still not ready to receive gas from the block. This means there is a problem downstream of the project. Allegedly because the facilities and infrastructure of gas receipts to buyers are still not ready.
The operator of the block, Husky CNOOC Madura Limited, has signed a gas sales and purchase agreement of 145 million standard cubic feet per day with three companies, PT Perusahaan Gas Negara Tbk (PGN), PT Inti Alasindo Energy and PT Petrokimia Gresik last year.
Based on these data, there are still more problematic projects. For example the Wasambo project. In this project, the problem is the price of gas that has not agreed with the buyer of this gas buy that is PT PLN. In fact, the oil and gas project of Wasambo Block is still under construction and can actually produce this year. However, the block production process will be delayed until the second quarter of 2018.

Pengerjaan Tiga Proyek Migas Bisa Terhambat
Salah satunya, infrastruktur penyaluran gas di Blok Madura belum siap
Produksi minyak dan gas Indonesia masih belum beranjak naik dari tahun ke tahun. Salah satu penyebab adalah proyek migas baru masih belum bisa berkontribusi, karena masih ada persoalan. Seperti terkait harga dan infrastruktur migas itu sendiri.
Sejatinya Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) terdapat 14 proyek migas yang sudah ditargetkan mengalirkan gas atau onstream hingga tahun 2025.
Khusus tahun ini, ada tiga proyek yang seharusnya sudah bisa memasok gas. Pertama, proyek migas Matindok yang bisa memproduksi gas sebanyak 65 juta standar kaki kubik per hari atau mmscfd pada kuartal II tahun ini juga.
Kedua, proyek Lapangan Jangkrik yang bisa berproduksi nilai kuartal III-2017. Produksi minyak di Jangkrik bisa mencapai 2.00 barel per hari dan sekitar 450 juta standar kaki kubik gas per hari atau mmscfd.
Yang ketiga yakni proyek migas Madura BD yang sedang dalam proses konstruksi. SKK Migas menargetkan proyek Blok Madura BD sudah bisa berproduksi pada kuartal II tahun ini. Maklum, blok migas ini memiliki nilai produksi migas yang signifikan untuk ukuran Indonesia. Yaitu mencapai 5,000 barel minyak per hari dan 110 juta standar kaki kubik gas per hari.
Namun proses produksi blok Madura terancam terganggu bila para pembeli masih belum siap menerima gas dari blok tersebut. Artinya ada persoalan di hilir proyek. Diduga karena sarana dan prasarana penerimaan gas ke pembeli masih belum siap.
Operator blok ini yakni Husky CNOOC Madura Limited telah meneken perjanjian jual beli gas 145 juta standar kaki kubik per hari dengan tiga perusahaan, yakni PT Perusahaan Gas Negara Tbk (PGN), PT Inti Alasindo Energy dan PT Petrokimia Gresik pada tahun lalu.
Berdasarkan data tadi, masih ada lagi proyek yang bermasalah. Misalnya proyek Wasambo. Di proyek ini , persoalannya adalah harga gas yang belum sepakat dengan pembeli beli gas ini yakni PT PLN. Padahal, proyek migas Blok Wasambo sampai saat ini masih dalam tahap konstruksi dan sejatinya sudah bisa berproduksi pada tahun ini juga. Namun proses produksi blok tersebut akan tertunda hingga kuartal II-2018.
Menurut Kepala Satuan Gas dan BBM PLN Yhairani Rachmatullah, harga gas Wasambo sudah pernah disepakati. Namun, menerbitkan Peraturan Menteri ESDM No 11/2017 tentang Pemanfaatan Gas Bumi untuk Pembangkit Listrik. "Dengan keluarnya Peraturan Menteri ESDM No ll/2017, PLN meminta pihak penjual mendiskusikan kembali untuk bisa disesuaikan,"
Ia berharap, Permintaan PLN tersebut bisa disepakati. Sayang, ia tidak merinci besaran harga gas yang diminta. "Mudah-mudahan segera sepakat lagi. Permintaan PLN seperti itu," tegasnya.
