FSRU Not yet Optimal


Utilization of LNG

The government needs to optimize existing liquefied natural gas processing facilities or regasification rather than build new units. LNG storage and regasification facilities of existing liquefied natural gas have not been optimally utilized.

Based on data from Wood Mackenzie, there are currently four storage and regasification units (FSRU) operating in the country. First, in Arun, Aceh (Pertamina) with a capacity of 3 million tons per year (mtpa). Second, the FSRU in Lampung (PT Perusahaan Gas Negara) with a capacity of 1.8 mtpa. Third, FSRU in West Java (Nusantara Regas) with 3 mtpa capacity. Fourth, FSRU in Benoa, Bali (PT Pembangkitan Jawa Bali) with a capacity of 50 MMscfd.

Some companies plan to build facilities and storage and regasification, such as in Banten with a capacity of 1.5 mtpa-4 mtpa, Bojonegoro 4 mtpa, in PLTGU Java-3, Cilacap 1.5 mtpa and the rest installed in the power plant as in PLTGU Java-1 .

Director of Technology and Infrastructure of PT Perusahaan Gas Negara Dilo Seno Widagdo said that the storage and regasification facility is very important to expand the utilization of gas for industry. For example, he calls the FSRU Lampung an important role for the industry of West Java.

However, instead of using the LNG supply, it prefers to use the supply from the Corridor Block working area. Currently, the demand for gas in West Java is decreasing so that the use of LNG supply from Tangguh and Bontang refineries is reduced.

He considered, the government should optimize the existing infrastructure first. If a new unit is added, the government needs to pay attention to its distribution so that each infrastructure can operate optimally.

"Do not build infrastructure anymore. It should have been optimized first, "he said.

He considered that the Lampung FSRU could become an LNG hub for western Indonesia. With a strategic location, FSRU Lampung can connect with gas network in Java and Sumatera. Previously, Production Plan & Process Engineering Manager of PT Perta Arun Gas Surkani Manan said that FSRU Arun processed LNG from Tangguh and Donggi-Senoro.

Senior Experts Gas & Power Wood Mackenzie Edi Saputra said that there are several FSRU development plans at once in the same location. For example, some business actors are planning to build regasification facilities such as PLN.

"I think the government needs to consolidate the construction of regasification facilities so as not to overlap [overlap] because some players such as PLN are planning to build regasification facilities.

FSRU Belum Optimal


Pemerintah perlu mengoptimalkan fasilitas pengolahan gas alam cair atau regasifikasi yang sudah ada daripada membangun unit baru. Fasilitas penyimpanan dan regasifikasi gas alam cair/LNG yang sudah ada belum dimanfaatkan secara optimal.

Berdasarkan data Wood Mackenzie, saat ini terdapat empat fasilitas penyimpanan dan regasifikasi (floating storage and regasification unit/FSRU) yang beroperasi di Tanah Air. Pertama, di Arun, Aceh (Pertamina) berkapasitas 3 juta ton per tahun (mtpa). Kedua, FSRU di Lampung (PT Perusahaan Gas Negara) berkapasitas 1,8 mtpa. Ketiga, FSRU di Jawa Barat (Nusantara Regas) berkapasitas 3 mtpa. Keempat, FSRU di Benoa, Bali (PT Pembangkitan Jawa Bali) berkapasitas 50 MMscfd.

Beberapa perusahaan berencana membangun fasilitas dan penyimpanan dan regasifikasi, seperti di Banten berkapasitas 1,5 mtpa-4 mtpa, Bojonegoro 4 mtpa, di PLTGU Jawa-3, Cilacap 1,5 mtpa dan sisanya yang terpasang di pembangkit seperti pada proyek PLTGU Jawa-1.

Direktur Teknologi dan Infrastruktur PT Perusahaan Gas Negara Dilo Seno Widagdo mengatakan bahwa fasilitas penyimpanan dan regasifikasi sangat penting untuk memperluas pemanfaatan gas bagi industri. Sebagai contoh, dia menyebut FSRU Lampung yang penting peranannya untuk industri Jawa Barat.

Namun, daripada menggunakan pasokan LNG, pihaknya lebih memilih menggunakan pasokan dari wilayah kerja Blok Corridor Saat ini, permintaan gas di Jawa Barat menurun sehingga opsi penggunaan pasokan LNG dari Kilang Tangguh dan Bontang dikurangi.

Dia menilai, seharusnya pemerintah mengoptimalkan infrastruktur yang ada terlebih dahulu. Jika ada penambahan unit baru, pemerintah perlu memperhatikan persebarannya agar masing-masing infrastruktur bisa beroperasi secara optimum. 

“Jangan kita bangun infrastruktur lagi. Seharusnya yang ada dulu dioptimalkan,” ujarnya.

Dia menilai bahwa FSRU Lampung bisa menjadi hub LNG untuk wilayah barat Indonesia. Dengan lokasi strategis, FSRU Lampung bisa terhubung dengan jaringan gas di Jawa dan Sumatera. Sebelumnya, Manager Production Plan & Process Engineering PT Perta Arun Gas Surkani Manan mengatakan bahwa FSRU Arun mengolah LNG dari Tangguh dan Donggi-Senoro.

Senior Experts Gas & Power Wood Mackenzie Edi Saputra mengatakan bahwa terdapat beberapa rencana pembangunan FSRU sekaligus di lokasi yang sama. Sebagai contoh, beberapa pelaku usaha yang berencana membangun fasilitas regasifikasi seperti PLN.

“Saya kira pemerintah perlu melakukan konsolidasi pembangunan fasilitas regasifikasi agar tidak overlap [tumpang tindih] karena beberapa player seperti PLN berencana membangun fasilitas regasifikasi.
