The Ministry of Energy and Mineral Resources (ESDM) is mad about the Mahakam block. Within 10 days the ministry's attitude changed in relation to Mahakam block shares. Let us record, on Monday, August 14, 2017 and Deputy Minister of Energy and Mineral Resources Arcandra Tahar refused to give 39% shares to Total EP Indonesie in Mahakam Block. However, on Thursday (24/8), Arcandra revealed, it immediately re-summoned Pertamina to discuss about the distribution of shares Mahakam block.
"The ESDM Minister said that (39% to Total E & P)," said Arcandra, at the Office of the ESDM Ministry, "Wednesday night (23/8).
He said that although the government intends to give the green light to Total E & P gets 39% stake in the Mahakam block, but still have to go through the process. Also certainly will not violate existing regulations.
"Let me ask Pertamina, what kind of correct governance we have rejected Total E & P's request, we ask total business to business (B to B) talk with Pertamina and Pertamina said wait for the government," he said.
As is known, Pertamina is still holding on to ministerial decree before. That is when Sudirman Said served as Minister of ESDM. The decision at that time was that the maximum share of Total E & P if it wanted to re-enter the Mahakam block was 30%.
Meanwhile, Upstream Director of Pertamina Syamsu Alam and Arividya Noviyanto President & General Manager of Total E & P Indonesie (TEPI), and Special Staff of Communications Section of ESDM Ministry Hadi Djuraid have not answered.
Fahmi Radhi, an Energy Observer from Gadjah Mada University, said that by giving it to Pertamina, the Minister of Energy and Mineral Resources Ignasius Jonan should not have to take a decision, let Pertamina b to b decide.
"Jonan's insistence of giving 39% is an indication of the success of Total EP lobbying power centers in government," he guesses.

Kementerian Energi dan Sumber Daya Mineral (ESDM) sedang galau soal Blok Mahakam. Dalam tempo 10 hari sikap kementerian ini berubah terkait pembagian saham Blok Mahakam. Mari kita rekam, pada Senin 14 Agustus 2017 lalu Wakil Menteri ESDM Arcandra Tahar menolak memberikan besaran 39% saham ke Total EP Indonesie di Blok Mahakam. Namun, pada Kamis (24/8), Arcandra mengungkapkan, pihaknya segera kembali memanggil Pertamina untuk membicarakan soal pembagian saham Blok Mahakam.
"Kata Menteri ESDM seperti itu (39% ke Total E&P),“ kata Arcandra, di Kantor Kementerian ESDM,” Rabu malam (23/8).
Ia bilang, meskipun pemerintah berniat memberikan lampu hijau kepada Total E&P mendapat bagian 39% saham di Blok Mahakam, tapi tetap harus melalui proses. Juga dipastikan tidak akan melanggar regulasi yang ada.
"Nanti saya tanya ke Pertamina, governance yang correct seperti apa. Kita sudah menolak permintaan Total E&P, kita meminta total bicara business to business (B to B) dengan Pertamina. Dan Pertamina bilang tunggu pemerintah," katanya.
Seperti diketahui, Pertamina memang masih berpegangan pada keputusan menteri sebelunmya. Yaitu saat Sudirman Said menjabat sebagai Menteri ESDM. Keputusan saat itu adalah maksimal bagian saham bagi Total E&P jika ingin masuk lagi dalam pengelolaan Blok Mahakam adalah sebesar 30%.
Sementara, Direktur Hulu Pertamina Syamsu Alam dan Arividya Noviyanto Presiden & General Manager Total E&P Indonesie (TEPI) , Serta Staf Khusus Bidang Komunikas Kementerian ESDM Hadi Djuraid belum menjawab.
Fahmi Radhi Pengamat Energi dari Universjtas Gadjah Mada, mengatakan, dengan sudah menyerahkan kepada Pertamina, Menteri ESDM Ignasius Jonan semestinya tidak perlu mengambil keputusan, biarkan saja Pertamina secara b to b memutuskan.
“Kengototan Jonan memberikan 39% merupakan indikasi keberhasilan Total EP melobi pusat-pusat kekuasaan di pemerintahan," duga dia.
