Operator Requesting Kepodang Amendment

Muriah Block participation rights holders, namely Petronas Carigali Muriah Ltd and PT Saka Energi Indonesia, a subsidiary of PT Perusahaan Gas Negara Tbk ask no contract amendment in Kepodang Field that is currently under force majeure conditions (GoVernment force majeure).

The Kepodang Block gas reserves are less than expected. As a result, the operation of gas field production was forced to stop faster, ie in 2018.

Though gas contract with PT Perusahaan Listrik Negara (PLN) until 2026. Director of Energy Saka Tumbur Parlindungan asserted force majeure conditions in Fields Kepondang not mean that the gas flow immediately discharged. The condition is that gas supply can not meet the requirement according to the agreement previously agreed upon.

With this force majeure condition, Saka Energy holds a 20% participation in Block Muriah together Petronas has a 80% participating should amend contracts with Java Gas pipeline operator Borneo. They are PT Kalimantan Jawa Gas (KJG), a joint venture of PT PGN and Bakrie & Brothers.

Gas field producer Kepodang also must amend the contract with PLN. This power company uses Kepodang Field gas for the needs of Steam Power Plant (PLTGU) Tambak Lorok-Semarang Central Java.

"The various stakeholders in this regard Petronas, Saka, Kalimantan, Java Gas And PLN should discuss the gas supply contract As well as the penalty that must be paid when gas producers can not meet the agreed production targets," he said

According to Tumbur, force majeure declarations are important in order to negotiate in the amount of penalty payments so far gas from Kepodang Field is still in production.

"Supply can still keep running, pending a new deal through contract amendments," he explained.

Tumbur does not mention the exact number of Kepodang Field production at present. Senior Manager of Corporate Affairs and Administration of Petronas Carigali Indonesia Andiono Setiawan could not answer about the certainty of the contract amendment.

"I need to coordinate with the Country Chairman," he said.

Special Unit for Upstream Oil and Gas Business Activities (SKK Migas) has not received any information about the amendment.

Operator Meminta Amandemen Kepodang

Pemegang hak partisipasi Blok Muriah, yaitu Petronas Carigali Muriah Ltd dan PT Saka Energi Indonesia, anak usaha PT Perusahaan Gas Negara Tbk meminta ada amandemen kontrak di Lapangan Kepodang yang saat ini dalam kondisi kahar (government force majeure). 

Cadangan gas Blok Kepodang lebih sedikit dari perkiraan. Alhasil, operasional produksi lapangan gas tersebut terpaksa dihentikan lebih cepat, yakni pada tahun 2018.

Padahal kontrak gas dengan PT Perusahaan Listrik Negara (PLN) sampai tahun 2026. Direktur Utama Saka Energi Tumbur Parlindungan menegaskan, kondisi force majeure di Lapangan Kepodang bukan berarti aliran gas segera habis. Kondisinya adalah pasokan gas tidak dapat memenuhi kebutuhan sesuai perjanjian yang sebelumnya telah disepakati.

Dengan kondisi force majeure inilah, Saka Energi yang memegang 20% partisipasi di Blok Muriah bersama Petronas yang memiliki 80% hak partisipasi harus melakukan amandemen kontrak dengan operator pipa Kalimantan Gas Jawa. Mereka adalah PT Kalimantan Jawa Gas (KJG), usaha patungan PT PGN dan Bakrie & Brothers.

Produsen gas lapangan Kepodang juga harus melakukan amandemen kontrak dengan PLN. Perusahaan listrik ini menggunakan gas Lapangan Kepodang untuk kebutuhan Pembangkit Listrik Tenaga Gas Uap (PLTGU) Tambak Lorok-Semarang Jawa Tengah.

"Berbagai pihak yang berkepentingan dalam hal ini Petronas, Saka, Kalimantan Gas Jawa Serta PLN harus mendiskusikan ulang kontrak suplai gas Serta penalti yang harus dibayarkan produsen gas apabila tidak dapat memenuhi target produksi yang disepakati," ujarnya 

Menurut Tumbur, deklarasi force majeure penting agar bisa melakukan negosiasi dalam besaran pembayaran penalti sejauh ini gas dari Lapangan Kepodang masih berproduksi. 

"Pasokan masih bisa tetap berjalan, sambil menunggu kesepakatan baru melalui amandemen kontrak," terangnya. 

Tumbur tidak menyebut, jumlah pasti produksi Lapangan Kepodang saat ini. Senior Manager Corporate Affair and Administration Petronas Carigali Indonesia Andiono Setiawan tidak bisa menjawab soal kepastian amandemen kontrak itu. 

"Saya perlu koordinasikan dengan Country Chairman," ujarnya.

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) juga belum mendapat informasi soal amandemen itu.
