High Employment Absorption
The Ministry of Industry intends to include the ceramic industry into the sector that gets cheap gas allocation incentives. This is at the same time expanding the share of industrial gas decline to the private sector after so far is dominated by state-owned enterprises. The Minister of Industry of Airlangga Hartarto said that his party has proposed to the Ministry of Energy and Mineral Resources on the type of industry that in the near future will get a decrease in gas prices again.
"We are also waiting for the development and the Ministry of ESDM because the regulation will be in them," he said after a hearing with Commission VI of the House of Representatives yesterday (10/10).
Airlangga said, the ceramic industry is proposed to get a decrease in gas prices because the absorption of its workforce is high. In addition, the industry uses Iokal raw materials, high domestic demand, and has export potential. In Presidential Regulation No. 40 of 2016, the government sets seven industries that will get the gas price facility. Namely, the fertilizer industry, petrochemical, olechemical, steel, ceramics, glass, and rubber gloves.
The decline in industrial gas prices is part of the Volume III Policy Package announced in October 2015. The industry should be able to feel the decline in gas prices since January 2016. In fact, until now there are only three types of industries that feel the decline in gas prices. Namely, fertilizer industry, petrochemical, and steel industry. It also does not apply to all companies in the sector.
There are only nine companies that enjoy it, namely PT Kaltim Parna Industri, PT Kaltim Methanol Industries, PT Pupuk Kalimantan Timur, PT Pupuk Kujang Cikampek, PT Pupuk Sriwidjaja Palembang, PT Pupuk Iskandar Muda, PT Petrokimia Gresik, and PT Krakatau Steel.

Meanwhile, the region that received the allocation of industrial gas price decline was Medan from USD 13.38 per mmbtu to USD 9.95 per mmbtu. This is in the Decree of the Minister of Energy and Mineral Resources No. 434 K / 12 / MEM / 2017. Only, according to Airlangga, the price is still considered not optimal.
"Automatically businesspeople demand because competition is getting tougher, one for increasing competitiveness than logistics in energy costs," Airlangga said.
Director General of Oil and Gas at the Ministry of Energy and Mineral Resources Ego Syahrial said the government is still working hard to immediately lower the price of industrial gas.
"The details are still unknown, while the industry recommendation comes from the Ministry of Industry," he explained.
In addition, the ESDM Ministry is preparing to issue an EMR Ministerial Decree on the reduction of gas prices for industry. In line with that, the government issued a policy to increase the utilization of natural gas for the country. The measures are taken to ensure the efficiency and effectiveness of natural gas availability as fuel, raw materials or other necessities for domestic needs. Since 2013 the use of natural gas for domestic is greater than exports.
In the first half of 2017, domestic gas allocation reached 60.4 percent. That number increased compared to the 2016 domestic allocation reached 59 percent, 2015 by 55 percent, and in 2014 only 53 percent. The policy of allocation and utilization of natural gas itself refers to the Regulation of the Minister of Energy and Mineral Resources number 06 of 2016 on Provisions and Procedures for Determining the Allocation and Utilization of Natural Gas and Natural Gas Price.

Industri Keramik Mendapatkan Gas Murah
Penyerapan Tenaga Kerja Cukup Tinggi
Kementerian Perindustrian berniat memasukkan industri keramik ke dalam sektor yang mendapatkan insentif alokasi gas murah. Hal tersebut sekaligus memperluas porsi penurunan gas industri ke sektor swasta setelah selama ini didominasi perusahaan BUMN. Menteri Perindustrian Airlangga Hartarto menyatakan, pihaknya telah mengajukan usulan kepada Kementerian ESDM mengenai jenis industri yang dalam waktu dekat akan mendapatkan penurunan harga gas lagi.
"Kami juga masih menunggu perkembangan dan Kementerian ESDM. Sebab, regulasinya nanti ada di mereka. Penurunan harga gas industri ini bukan hanya dihulu, tetapi juga hilir, paparnya setelah rapat dengar pendapat dengan Komisi VI DPR kemarin (10/10).
Airlangga menyatakan, industri keramik diusulkan mendapatkan penurunan harga gas lantaran penyerapan tenaga kerjanya tinggi. Selain itu, industri tersebut menggunakan bahan baku Iokal, permintaan domestik tinggi, dan memiliki potensi ekspor. Dalam Peraturan Presiden Nomor 40 Tahun 2016, pemerintah menetapkan tujuh industri yang akan mendapatkan fasilitas harga gas tersebut. Yakni, industri pupuk, petrokimia, olechemical, baja, keramik, kaca, dan sarung tangan karet.
Penurunan harga gas industri merupakan bagian dari Paket Kebijakan jilid III yang diumumkan pada Oktober 2015. Seharusnya, industri bisa merasakan penurunan harga gas sejak Januari 2016. Nyatanya, hingga kini hanya ada tiga jenis industri yang merasakan penurunan harga gas. Yakni, industri pupuk, petrokimia, dan industri baja. Itu pun belum berlaku untuk semua perusahaan di sektor tersebut.
Hanya ada sembilan perusahaan yang menikmatinya, yakni PT Kaltim Parna Industri, PT Kaltim Methanol Industri, PT Pupuk Kalimantan Timur, PT Pupuk Kujang Cikampek, PT Pupuk Sriwidjaja Palembang, PT Pupuk Iskandar Muda, PT Petrokimia Gresik, dan PT Krakatau Steel.
"Swasta juga sudah kami ajukan untuk mendapatkan penurunan harga gas. Seperti nanti di industri keramik kan hampir semuanya
swasta," terangnya.
Sementara itu, wilayah yang mendapatkan alokasi penurunan harga gas industri adalah Medan dari USD 13,38 per mmbtu menjadi USD 9,95 per mmbtu. Hal tersebut ada di dalam Keputusan Menteri ESDM Nomor 434 K/ 12/ MEM/ 2017. Hanya, menurut Airlangga, harga tersebut masih dinilai belum optimal.
"Otomatis pebisnis menuntut karena persaingan semakin ketat. Salah satu untuk peningkatan daya saing selain di logistik kan di biaya energi," kata Airlangga.
Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral Ego Syahrial menyatakan, saat ini pemerintah masih bekerja keras agar segera menurunkan harga gas industri.
"Detailnya masih belum tahu. Sedangkan rekomendasi industrinya berasal dari Kementerian Perindusterian,” paparnya.
Selain itu, Kementerian ESDM sedang bersiap untuk menerbitkan Keputusan Menteri ESDM tentang penurunan harga gas untuk industri. Sejalan dengan itu, pemerintah mengeluarkan kebijakan peningkatan pemanfaatan gas bumi untuk dalam negeri. Langkah tersebut ditempuh untuk menjamin efisiensi dan efektivitas tersedianya gas bumi sebagai bahan bakar, bahan baku atau keperluan lainnya untuk kebutuhan domestik. Sejak 2013 penggunaan gas bumi untuk domestik lebih besar dibanding ekspor.
Pada semester pertama 2017, alokasi gas domestik mencapai 60,4 persen. Angka itu meningkat dibanding alokasi domestik pada 2016 yang mencapai 59 persen, 2015 sebesar 55 persen, dan pada 2014 hanya 53 persen. Kebijakan alokasi dan pemanfaatan gas bumi sendiri mengacu pada Peraturan Menteri ESDM nomor 06 Tahun 2016 tentang Ketentuan dan Tata Cara Penetapan Alokasi dan Pemanfaatan Gas Bumi serta Harga Gas Bumi.
