SKK Migas Provides Facilities

SKK Migas is ready to facilitate investors to enter the upstream oil and gas sector in an effort to overcome unattractive oil and gas investment since 2015. The government is continuously attracting investors to increase oil and gas investment. Moreover, the target of upstream oil and gas investment this year is US $ 12.29 billion projected will not be achieved. The target consists of investment in oil and gas exploitation activities of US $ 11.42 billion and exploration of US $ 870 million.

Based on SKK Migas data as of October 5, 2017, the realization of upstream oil and gas investment reached US $ 6.74 billion consisting of US $ 6.18 billion of exploitation activities and US $ 560 million for exploration.

Head of SKK Migas Amien Sunaryadi said that the government's seriousness efforts can be seen from the activities of ESDM Minister Ignasius Jonan and Deputy Minister of Energy and Mineral Resources Arcandra Tahar to the country where the establishment of a giant oil and gas company.

According to him, SKK Migas has good relationship with the Investment Coordinating Board (BKPM) so it is expected to accommodate various needs that must be fulfilled by business actors, especially related to licensing.

"Investors please come to Indonesia and SKK Migas will support you. If you need anything contact us [SKK Migas]. We have good relations with BKPM, "said Amien in the opening of Energy Industries Council (EIC) Indonesia 2017, Wednesday (1/11).

He added that SKK Migas promised to facilitate the needs of business actors so that supporting companies can be passionate because it is easier to invest. According to him, there are five major projects that have been running in Indonesia in the last 3 years and involve hundreds of supporting companies. He cited the Cricket Field operated by Eni Muara Bakau BV and Banyu Urip Field operated by ExxonMobil.

In addition, Bangka Deep water Development (IDD) project in Bangka is operated by PT Chevron Pacific Indonesia, Tangguh Train 3 Field by British Petroleum (BP), Donggi-Senoro-Matindok Field is operated by JOB Medco-Pertamina, and Madura BD Field operated by Husky-CNOOC Madura Ltd. Even the construction of the Tangguh Train 3 LNG Plant to become one of the projects has secured funding.

"This is a sign that the upstream oil and gas business in Indonesia is still very attractive because worldwide there are only two projects that are FID [final investment decision]."

Meanwhile, the electricity and metals sector dominated this year's investment trend in line with the government's commitment to develop both sectors.

Throughout January-September 2017, the realization of investment growth in the electricity and metals processing sector reached Rp 57.5 trillion and Rp 51.6 trillion, respectively.

BKPM Azhar Lubis, Deputy of Capital Investment Implementation Control, said that in the third quarter / 2017, domestic investment (PMDN) and foreign investment in electricity sector is quite high. Domestic electricity sector of Rp 8.8 trillion or 13.6% and total investment. Foreign direct investment (PMA) is at US $ 1 billion or 11.9% of the total investment.

SKK Migas Siapkan Fasilitas

SKK Migas siap memfasilitasi investor untuk masuk ke sektor hulu minyak dan gas bumi sebagai upaya untuk mengatasi investasi migas yang tidak menarik sejak 2015. Pemerintah secara terus menerus menarik investor untuk meningkatkan investasi migas. Apalagi, target investasi hulu migas pada tahun ini US$ 12,29 miliar diproyeksikan tidak akan tercapai. Target itu terdiri atas investasi kegiatan eksploitasi migas US$ 11,42 miliar dan eksplorasi US$ 870 juta.

Dari data SKK Migas per 5 Oktober 2017, realisasi investasi hulu migas tercapai US$ 6,74 miliar yang terdiri atas US$ 6,18 miliar kegiatan eksploitasi dan US$ 560 juta untuk eksplorasi.

Kepala SKK Migas Amien Sunaryadi mengatakan bahwa upaya keseriusan pemerintah bisa dilihat dari kegiatan Menteri ESDM Ignasius Jonan dan Wakil Menteri ESDM Arcandra Tahar ke negara tempat berdirinya perusahaan migas raksasa.

Menurutnya, SKK Migas memiliki hubungan baik dengan Badan Koordinasi Penanaman Modal (BKPM) sehingga diharapkan bisa mengakomodir berbagai kebutuhan yang harus dipenuhi para pelaku usaha, khususnya terkait dengan perizinan.

“Investor silahkan datang ke Indonesia dan SKK Migas akan mendukung Anda. Jika butuh apa pun hubungi kami [SKK Migas]. Kami memiliki hubungan baik dengan BKPM,” ungkap Amien dalam pembukaan Energy Industries Council (EIC) Indonesia 2017, Rabu (1/11).

Dia menambahkan bahwa SKK Migas berjanji akan memfasilitasi kebutuhan para pelaku usaha sehingga perusahaan penunjang bisa bergairah karena dipermudah untuk berinvestasi. Menurutnya, ada lima proyek besar yang sudah berjalan di Indonesia dalam 3 tahun terakhir dan melibatkan ratusan perusahaan penunjang. Dia mencontohkan Lapangan Jangkrik yang dioperasikan oleh Eni Muara Bakau BV dan Lapangan Banyu Urip yang dioperasikan oleh ExxonMobil.

Selain itu, proyek laut dalam (lndonesia Deep water Development/IDD) Bangka dioperasikan oleh PT Chevron Pacific Indonesia, Lapangan Tangguh Train 3 oleh British Petroleum (BP), Lapangan Donggi-Senoro-Matindok dioperasikan oleh JOB Medco-Pertamina, dan Lapangan Madura BD yang dioperasikan oleh Husky-CNOOC Madura Ltd. Bahkan pembangunn Kilang LNG Tangguh Train 3 menjadi salah satu proyek sudah mendapatkan kepastian pendanaan. 

“Ini tanda hahwa bisnis hulu migas di Indonesia masih sangat menarik karena di seluruh dunia hanya ada dua proyek yang FID [keputusan final investasi].”

Sementara itu, sektor listrik dan logam semakin mendominasi tren investasi tahun ini seiring dengan komitmen pemerintah dalam pengembangan kedua sektor tersebut.

Sepanjang Januari-September 2017, realisasi pertumbuhan investasi di sektor ketenagalistrikan dan pengolahan logam mencapai masing-masing Rp 57,5 triliun dan Rp 51,6 triliun.

Deputi Pengendalian Pelaksanaan Penanaman Modal BKPM Azhar Lubis menuturkan bahwa pada kuartal III/2017, penanaman modal dalam negeri (PMDN) dan penanaman modal asing dalam sektor listrik ini cukup tinggi. PMDN sektor listrik Rp 8,8 triliun atau 13,6% dan total keseluruhan investasi. PMA sektor listrik tercatat US$ 1 miliar atau 11,9% dari total keseluruhan investasi.
