"Fuel subsidy has been set in the 2018 APBN. The amount of fuel subsidy is fixed," said Dadan.

ESDM Tetapkan Harga Banyu Urip
Menteri Energi dan Sumber Daya Mineral Ignasius Jonan menetapkan harga minyak mentah dari Lapangan Banyu Urip, Blok Cepu. Keputusan itu ada didalam Keputusan Menteri ESDM Nomor 4028 K/12/MEM/2017 tentang Formula Harga Minyak Mentah Indonesia Untuk Jenis Minyak Mentah Banyu Urip yang ditetapkan 21 November 2017.
Di aturan itu menteri menyebutkan, formula harga minyak mentah Banyu Urip menjadi Indonesian Crude Price (ICP) Arjuna plus US$ 5,5 per barel pada titik serah di Floating Storage and Offloading (FSO) Gagak Rimang. Adapun ICP Oktober US$ 54,02 per barrel. Dadan Kusdiana Juni Bicara Kementerian ESDM menyebut, kebijakan ini tidak akan berdampak bagi ICP.
"Tidak terlalu besar, sesuai dengan kontribusinya di lifting minyak nasional," katanya.
Berdasarkan catatan SKK Migas, Lapangan Banyu Urip di Bojonegoro berkontribusi menghasilkan 25% produksi minyak bumi Indonesia. Rata-rata produksi minyak dari Lapangan Banyu Urip saat ini mencapai 200.000 bph.
Meskipun menyebut tidak berpengaruh ICP, Dadan belum bisa menyebut ICP untuk bulan November 2017 pasca keluarnya Keputusan menteri perubahan formula harga minyak mentah Banyu Urip.
Pasalnya, tim harga minyak Indonesia baru menetapkan harga ICP pada Senin (4/12) ini.
"Besok (ICP November) baru keluar," imbuhnya.
Ia juga menyebut perubahan formula harga minyak mentah Banyu Urip tidak akan berpengaruh pada besaran Subsidi Bahan Bakar Minyak (BBM) pada tahun depan. Ini lantaran penetapan subsidi BBM telah diputuskan di APBN 2018. Total subsidi energi terdiri dari subsidi bahan bakar minyak (BBM) dan elpiji tiga kg pada 2018 totalnya mencapai Rp 46,87 triliun.
"Subsidi BBM sudah ditetpkan dalam APBN 2018. Besaran subsidi BBM adalah fixed," jelas Dadan.
Karena itu perubahan harga minyak mentah di Banyu Urip juga tidak mempengaruhi harga BBM. Sebab formula penetapan harga BBM menggunakan acuan harga minyak mentah dunia dan nilai tukar rupiah terhadap dollar.
"Untuk harga BBM, pemerintah masih terus memantau pergerakan harganya. Keinginan Pemerintah tidak naik, tapi tentunya tergantung dari harga minyak dunia dan kurs," ujarnya.
