Pertamina Encouraged to Manage Termination Blocks

PT Pertamina is encouraged to manage oil and gas blocks that are out of contract and not granted an extension by the government. Until 2026 starting this year, there are 34 oil and gas block contracts that will expire. The management by Pertamina is to realize the domestic energy security plan.

Pertamina gets the privilege of managing oil and gas blocks whose contract is exhausted. It is regulated in the Regulation of the Minister of Energy and Mineral Resources (ESDM) No. 15 of 2015 which was revised by Regulation of the Minister of Energy and Mineral Resources No. 30 of 2016.

"I agree to encourage Pertamina to manage the expired oil and gas blocks related to the national energy security plan. That can be realized if Pertamina is prepared and the block is included in the portfolio of company management. Because, not necessarily all oil and gas blocks will be profitable for Pertamina, "said Vice Chairman of Commission VII DPR Satya Widya Yudha, Wednesday (3/1), in Jakarta.

Although Pertamina has priority management, the government should also adopt a fair and open way. Whoever the tender winner is, Pertamina is offered to match the tender winner's bid. If Pertamina is unwilling to manage the block, the winning bidder must manage it professionally.

"Conversely, if Pertamina becomes the winner of the tender, he is entitled to partner with share distribution. Only the majority share must be controlled by Pertamina as the winner of the tender, "said Satya.

For 2018, there are eight oil and gas blocks that will expire the contract. Of all the blocks, Pertamina has expressed interest in managing six blocks, namely South East Sumatera Block (South Sumatra), Central Block (East Kalimantan). North Sumatera Offshore (North Sumatera), Ogan Komering OJB (South Sumatera), Sanga-Sanga Block (East Kalimantan) and Tuban Block (East Java). The other two unpopular blocks are the Attaka Block and East Kalimantan Block in East Kalimantan.

According to Pertamina's Upstream Director Syamsu Alam, his team has reviewed the commercial aspects of the six blocks. Based on the results of the study, the six blocks have good prospects. It has submitted a proposal of management model to the government.

Pertamina Didorong Kelola Blok Terminasi

PT Pertamina didorong untuk mengelola blok-blok minyak dan gas bumi yang habis masa kontraknya dan tidak diberi perpanjangan oleh pemerintah. Sampai 2026 terhitung mulai tahun ini, tercatat ada 34 kontrak blok minyak dan gas bumi yang akan berakhir. Pengelolaan oleh Pertamina ini untuk mewujudkan rencana ketahanan energi dalam negeri.

Pertamina mendapat hak istimewa mengelola blok-blok migas yang kontraknya habis. Hal itu diatur dalam Peraturan Menteri Energi dan Sumber Daya Mineral (ESDM) Nomor 15 Tahun 2015 yang direvisi dengan Peraturan Menteri ESDM Nomor 30 Tahun 2016.

”Saya setuju mendorong Pertamina mengelola blok migas yang habis masa kontraknya terkait rencana ketahanan energi nasional. Itu bisa diwujudkan kalau Pertamina ada kesiapan dan blok tersebut masuk dalam bagian portofolio manajemen perusahaan. Sebab, belum tentu semua blok migas akan menguntungkan bagi Pertamina,” kata Wakil Ketua Komisi VII DPR Satya Widya Yudha, Rabu (3/1), di Jakarta.

Kendati Pertamina mendapat prioritas pengelolaan, pemerintah pun sebaiknya menempuh cara adil dan terbuka. Siapa pun pemenang tender itu, Pertamina ditawarkan untuk menyamai penawaran pemenang tender tersebut. Seandainya Pertamina tidak bersedia mengelola blok itu, pemenang tender harus mengelolanya secara profesional.

”Sebaliknya, jika Pertamina menjadi pemenang tender, ia berhak menggandeng mitra lewat pembagian saham. Hanya saham mayoritas harus tetap dikuasai Pertamina selaku pemenang tender,” ujar Satya.

Untuk 2018, ada delapan blok migas yang bakal habis masa kontraknya. Dari semua blok itu, Pertamina telah menyatakan minat mengelola enam blok, yaitu Blok South East Sumatera (Sumatera Selatan), Blok Tengah (Kalimantan Timur). 

     North Sumatera Offshore (Sumatera Utara), Ogan Komering OJB (Sumatera Selatan), Blok Sanga-Sanga (Kalimantan Timur) dan Blok Tuban (Jawa Timur). Dua blok lainnya yang tidak diminati adalah Blok Attaka dan Blok East Kalimantan di Kalimantan Timur.

Menurut Direktur Hulu Pertamina Syamsu Alam, timnya sudah mengkaji aspek komersial keenam blok tersebut. Berdasarkan hasil kajian, keenam blok tersebut punya prospektif yang bagus. Pihaknya sudah menyampaikan proposal model pengelolaan kepada pemerintah.

Menurut Wakil Menteri ESDM Archandra Tahar, pemerintah telah menawarkan delapan blok itu untuk dikelola Pertamina. Namun, oleh Pertamina, dua dari delapan blok dikembalikan kepada pemerintah.
