5 Oil and Gas Blocks Using the Gross Split Scheme

    Setelah mendapat banyak kritikan, skema bagi hasil kotor atau gross split yang  mulai berlaku sejak awal 2017 diklaim mulai diminati oleh kontraktor minyak dan gas bumi.

    Kementerian Energi dan Sumber Daya Mineral mengumumkan pemenang lelang wilayah kerja minyak dan gas bumi yang digelar pada 2017. Hasil lelang itu menghasilkan total nilai komitmen pasti US$ 23,57 juta dan bonus tanda tangan US$ 3,2S juta.

    Nilai komitmen pasti merupakan dana investasi yang akan dikeluarkan kontraktor dalam melakukan kegiatan eksplorasi untuk mendapatkan cadangan migas.     Pada Blok Merak-Lampung dimenangkan oleh PT Tansri Madjid Energi yang akan melakukan kegiatan geologi dan geofisika serta survei seismik dua dimensi seluas 500 km2. Total nilai komitmen pasli dari PT Tansri Madjid senilai US$ 1,32 juta dan bonus tanda tangan  bonus US$ 500.000.

    Wilayah kerja Pekawai dimenangkan oleh PT Saka Energi Sepinggan yang akan melakukan kegiatan geologi dan geofisika serta mengebor satu sumur eksplorasi. Nilai komitmen pasti dari Saka Energi Sepinggan senilai US$ 10,45 juta dan bonus tanda tangan US$ 500.000.

    Wilayah kerja West Yamdena dimenangkan oleh PT Saka Energi Indonesia yang akan melakukan kegiatan geologi dan survei seismik dua dimensi seluas 1.000 km2, Komitmen pasti Saka di wilayah kerja itu senilai US$ 2,1 juta dengan bonus tanda tangan US$ 500.000.

    Lelang blok migas pada tahap I/2017 hanya digelar selama 1 bulan untuk mendapatkan pemenang. Padahal, biasanya lelang membutuhkan waktu 3 bulan sampai 6 bulan.

    Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar bahkan mengonfirmasi langsung ke Mubadala Petroleum terkait dengan kapasitas perusahaan, perseroan kategori kecil atau besar, Pihak Mubadala dengan pelan menyebut perusahaan tidak kecil, tetapi tidak besar juga.

    Lalu, Arcandra juga menunjuk Repsol yang mengikuti lelang pada wilayah kerja Andaman II dengan pertanyaan yang sama. Pihak Repsol pun dengan tegas mengatakan, pihaknya adalah perusahaan yang sangat besar, Arcandra pun menyebutkan, hal itu menunjukkan kalau yang mengikuti lelang blok migas tahap I 2017 dengan skema bagi hasil kotor ini adalah perusahaan besar, bukan perusahaan kecil.

    Arcandra mengingatkan bagi yang gagal dalam lelang ini, yakni Repsol I dan PT Energi Mega Persada Tbk. diminta untuk kembali mengikuti lelang pada tahun ini.

“Pada pertengahan Februari 2018 ini kami akan melelang sekitar 25 wilayah kerja sampai 40 wilayah kerja. Bagi yang kurang beruntung pada lelang tahap I 2017, mari ikut lelang blok migas pada tahun ini,” kata Arcandra.

PENENTUAN PEMENANG

    Pelaksana tugas Dirjen Migas Kementerian ESDM Ego Syahrial mengatakan, ada beberapa hal yang memengaruhi dalam menentukan pemenang Ielang, seperti komitmen pasti yang diajukan perusahaan, pengalaman, kinerja, dan lainnya.

“Tingkat tanda tangan bonus juga memberikan pengaruh”

    Menurutnya, pengumuman hasil lelang ini menjadi tolak ukur keberhasilan skema gloss split yang baru dijalankan tersebut.

    Vice President Exploration Saka Energi Indonesia Rovicky Putrohari mengatakan, total komitmen pasti pada dua blok itu US$ 12,55 juta. Namun, Saka Energi tidak akan mempersoalkan jika di lapangan membutuhkan dana kegiatan eksplorasi Iebih besar dan komitmen pasti tersebut.

“Kami sudah melakukan kajian dua blok itu sebelum ditentukan skema gross split atau cost recovery [biaya operasi yang bisa dikembalikan]. Namun, memang [keputusan ambil dua blok migas] hasil dari kajian yang kami lakukan.”

    Vice President Finance & Information Service Premier Oil Erfan Chidir mengatakan, pihaknya melihat investasi hulu migas di Indonesia lebih menjanjikan dengan skema gross split dan hasil lelang blok migas tahap I 2017 yang prosesnya hanya 1 bulan akan menandatangani kontrak untuk Blok Andaman ll yang dimenangkan konsorsium setelah semuanya difinalisasi,” ujarnya.

    Head of SEA NBD and New Ventures Mubadala Petroleum Damion Scott Rudd enggan berkomentar banyak terkait dengan perusahaan yang menang dalam lelang blok migas tersebut. Namun, dia memastikan kalau Mubadala akan terus melanjutkan investasi di Indonesia, terutama pada sektor hulu migas.

    Rudd juga enggan berkomentar terkait dengan peluang perusahaan dari Uni Emirat Arab (UEA) itu untuk ikut lelang blok migas pada tahun ini.
