BP Indonesia declared the construction of a Tangguh Train-3 liquefied natural gas (LNG) refinery in Bintuni Bay, West Papua has been running according to the schedule. The project is targeted to start operating in 2020.
Head of Country BP Indonesia Darmawan Syamsu said the construction of Tangguh Train-3 Refinery has been running. It is now working on planting the foundations and opening camps for workers.

Unfortunately he was reluctant to specify in what month exactly this Train-3 started to operate. As reported previously, the contractor working on this project is a consortium of PT Tripatra Engineering. While for the drilling of the well is scheduled to begin 2018-2019. This refinery and drilling work will be integrated so that it is completed at the same time.
The Tangguh Train Development Project will add one new LNG processing facility (Train 3) and an additional production capacity of 3.8 million tonnes per annum (million ton per annum / mtpa) which will make the total capacity of Tangguh LNG plant to 11.4 mtpa. The project will also add two offshore platforms, 13 new production wells, a new LNG loading dock, and other supporting infrastructure.
Related to the supply of gas for electricity in Papua, Darmawan once revealed, remains committed to channeling 20 million cubic feet per day / mmscfd. BP also remains committed to supply gas for fertilizer plants to be built in West Papua. Based on the commitment, gas for this fertilizer must flow in 2019.
"We see it is possible if it is completed in 2019 sooner, if the infrastructure is ready, we give from the existing," he explained. Currently, the Tangguh refinery operates with a capacity of 7.6 mtpa.
The investment value of the Tangguh Train-3 LNG Plant reaches US $ 8 billion, BP has secured a loan of US $ 3.7 billion to cover this investment requirement. The Tangguh Project loan facility is conducted through Trustee Borrowing Scheme (TBS) method with HSBC (New York) as trustee and HSBC (Jakarta) as domestic bank account.
This funding has received approval from the Government of Indonesia's Foreign Commercial Loan (PKLN) team. As much as 75% of LNG production from Tangguh Train-3 refinery is sold to PT PLN (Persero). PLN will receive 688 cargoes from Tangguh LNG Plant during 2016-203, ie 12 cargoes in 2016, 20 cargoes per year during 2017-2019 and 44 cargoes in the period of 202-2033. Other LNG buyers are Kansai Electric Power Company of 1 million tons per year.
BP holds a 37.16% stake in the project. Other Tangguh Train contract partners are MI Berau BM (16.30%), CNOOC Muturi Ltd. (13.90%), Nippon Oil Exploration (Berau), Ltd. (12.23%), KG Berau / KG Wiriagar (10.00%), Indonesia Natural Gas Resources Muturi Inc. (7.35%), and Talisman Wiriagar Overseas Ltd. (3.06%).

Konstruksi Kilang Tangguh Train-3 Sesuai Jadwal
BP Indonesia menyatakan konstruksi kilang gas alam cair/LNG Tangguh Train-3 di Teluk Bintuni, Papua Barat sudah berjalan sesuai dengan jadwal yang ditetapkan. Proyek ini ditargetkan mulai beroperasi pada 2020.

Sayangnya dia enggan merinci pada bulan apa tepatnya Train-3 ini mulai beroperasi. Seperti diberitakan sebelumnya, kontraktor yang menggarap proyek ini yakni konsorsium PT Tripatra Engineering. Sementara untuk pengeboran sumur dijadwalkan dimulai 2018-2019. Pengerjaan kilang dan pemboran ini akan diintegrasikan sehingga selesai pada saat bersamaan.
Proyek Pengembangan Train Tangguh akan menambahkan satu fasilitas proses LNG baru (Train 3) dan tambahan kapasitas produksi sebesar 3,8 juta ton per tahun (million ton per annum/mtpa) yang menjadikan kapasitas total kilang LNG Tangguh menjadi 11,4 mtpa. Proyek ini juga akan menambahkan dua anjungan lepas pantai, 13 sumur produksi baru, dermaga pemuatan LNG baru, dan infrastruktur pendukung lainnya.
Terkait pasokan gas untuk kelistrikan di Papua, Darmawan pernah mengungkapkan, tetap berkomitmen menyalurkan sebesar 20 juta kaki kubik per hari/mmscfd. BP juga tetap berkomitmen akan memasok gas untuk pabrik pupuk yang akan dibangun di Papua Barat. Berdasarkan komitmen, gas untuk pupuk ini harus mengalir pada 2019.
“Kami melihatnya ada kemungkinan kalau lebih cepat selesai pada 2019, kalau infrastruktur sudah siap, kami berikan dari eksisting,” jelasnya. Saat ini, Kilang Tangguh beroperasi dengan kapasitas sebesar 7,6 mtpa.
Nilai investasi Kilang LNG Tangguh Train-3 mencapai US$ 8 miliar, BP telah memperoleh pinjaman sebesar USS 3,7 miliar untuk menutup kebutuhan investasi ini. Fasilitas pinjaman Proyek Tangguh dilakukan melalui metode Trustee Borrowing Scheme (TBS) dengan HSBC (New York) sebagai wali amanat (trustee) dan HSBC (Jakarta) sebagai akun bank dalam negeri.
Pendanaan ini telah mendapatkan persetujuan dari tim Pinjaman Komersial Luar Negeri (PKLN) Pemerintah Indonesia. Sebanyak 75% produksi LNG dari Kilang Tangguh Train-3 dijual ke PT PLN (Persero). PLN nantinya akan menerima 688 kargo dari Kilang LNG Tangguh selama 2016-203, yakni sebanyak 12 kargo pada 2016, 20 kargo per tahun selama 2017-2019, dan 44 kargo pada periode 202-2033. Pembeli LNG lainnya yakni Kansai Electric Power Company sebesar 1 juta ton per tahun.
