Gas Prices Four Industries Still Difficult Down



    The ESDM Ministry proposes that the PNBP for 80 companies be lowered or eliminated

    The government is still looking for ways to reduce gas prices for seven specific industries that have been set in Presidential Decree (Perpres) no. 40 of 2016. So far, only three industrial sectors whose gas prices are now up to US $ 6 per mmbtu are steel, fertilizer and potrochemicals.

    While four other industries namely ceramics, glass, rubber gloves and oleochyemical have not also received a decrease in gas prices. Despite pledges of decline in gas prices for the four industries has been set since two years ago.

    Deputy Minister of Energy and Mineral Resources (ESDM), Arcandra Tahar revealed, one way to reduce gas prices by lowering Non-Tax State Revenue (PNBP) for the four industries.

"We evaluate, in the Presidential Regulation, the gas price is lowered by one option through the decrease of PNBP," said Arcandra on Tuesday (23/1) night at his office.

    According to him, the PNBP reduction option can be done by the government because of the potential loss of non-tax revenues. However, the government still needs to evaluate the multiplier effect that can be obtained by eliminating PNBP.
Of the 80 companies that potentially get a decrease in gas prices, there is a potential decrease of PNBP of US $ 4.3 million.

"Approximately US $ 4.3 million per year with a reduction between US $ 0.3 to US $ 0.7 per mmbtu," said Arcandra.

    Meanwhile, the amount of gas allocated to the 80 companies is 21 mmscfd.

"The industry that asks for the price of gas to go down is being processed, as many as 56, which puts the number 80 companies with a total of 21 mmscfd of gas is small," said Arcandra.

    However, the decrease of PNBP is not guaranteed that the gas price could drop to a maximum of US $ 6 per mmbtu.     The minister may downgrade other than PNBP actually ESDM ministry has issued Regulation of Minister of Energy and Mineral Resources No. 58/2017 on Selling Price of Das Bumi through Pipe on Downstream Gas Business Activity. The regulation said the margin of gas sales should fall by 7%. So far, gas sales margin can reach 25%.

    And again the Regulation of the Minister of Energy and Mineral Resources is also not able to make industrial gas prices can go down, let alone still be able to be realized 18 months ahead since the rule was published.

"The release of the regulation can not yet guarantee industrial gas prices could fall," said Secretary General of the ESDM Ministry Ego Syahrial.

    Meanwhile, Elisa Sinaga, Chairman of the Association of Indonesian Ceramic Industry Association (Asaki) said the clause of Minister of Energy and Mineral Resources Regulation no. 58/2017 it regulates three gas prices. Namely the price of industrial gas, the price of gas society, and the price of gas transport users. But in the issue of industrial gas prices, the minister may decide the price of gas.

"Well what we want, use that clause form according to the Presidential Regulation," he said.

    According to him, if see Presidential Regulation no. 40/2016 it is asking industrial gas price of US $ 6 per mmbtu.

Harga Gas Empat Industri Masih Sulit Turun


Kementerian ESDM mengusulkan agar PNBP bagi 80 perusahaan diturunkan atau dihilangkan

    Pemerintah masih terus mencari cara menurunkan harga gas bagi tujuh industri tertentu yang sudah ditetapkan dalam Peraturan Presiden (Perpres) No. 40 Tahun 2016. Sejauh ini baru tiga sektor industri yang harga gas kini maksimal US$ 6 per mmbtu yaitu baja, pupuk dan potrokimia.

    Sementara empat industri lain yaitu keramik, kaca, sarung tangan karet dan oleochyemical belum juga mendapatkan penurunan harga gas. Meskipun janji penurunan harga gas untuk empat industri tersebut sudah ditetapkan sejak dua tahun lalu.

    Wakil Menteri Energi dan SumberDaya Mineral (ESDM), Arcandra Tahar mengungkapkan, salah satu cara menurunkan harga gas dengan menurunkan Penerimaan Negara Bukan Pajak (PNBP) bagi empat industri tersebut.

"Kami mengevaluasi, dalam Peraturan Presiden disebutkan harga gas diturunkan salah satu opsi lewat penurunan PNBP, "kata Arcandra pada Selasa (23/1) malam di Kantornya.

    Menurut dia, opsi penurunan PNBP tersebut bisa dilakukan oleh pemerintah karena potensi kehilangan PNBP yang tidak besar. Namun, pemerintah masih perlu melakukan evaluasi terkait multiplier effect yang bisa didapat dengan menghilangkan PNBP. Dari 80 perusahaan yang berpotensi mendapat penurunan harga gas, terdapat potensi penurunan PNBP sebesar US$ 4,3 juta.

"Sekitar US$ 4,3 juta per tahun dengan pengurangan antara US$ 0,3 sampai US$ 0,7 per mmbtu," kata Arcandra.

Sementara itu untuk jumlah gas yang dialokasikan kepada 80 perusahaan itu sebesar 21 mmscfd.

"Industri yang minta harga gas turun itu sedang diproses, sebanyak 56, yang mengajukan jumlahnya 80 perusahaan dengan jumlah total gas 21 mmscfd. ini kecil ," jelas Arcandra.

    Namun penurunan PNBP belum tentu menjamin harga gas bisa turun hingga maksimal US$ 6 per mmbtu. Penurunan harga ini seperti janji pemerintah dalam Peraturan Presiden (Perpres) Nomor 40 tahun 2016. Arcandra sepaka, ia memandang penurunan atau penghilangan PNBP sangat kecil berpengaruh terhadap harga gas.

“Kecil efeknya dan harga tidak bisa di bawah US$ 6 per mmbtu," jelas Arcandra, Rabu (24/1) dalam acara Publik Hearing BPH Migas tentang Penetapan Harga Gas Bumi untuk Rumah Tangga.

    Di sisi lain, pemerintah juga tidak bisa menurunkan harga gas di sektor hulu. Sebab harga gas di hulu sudah memiliki kontrak terlebih dulu.

"Apalagi, hulunya dikurangkan. Kontraknya sudah, capex juga sudah," tambah Arcandra.

    Menteri bisa turunkan selain PNBP sebenarnya kementerian ESDM sudah menerbitkan Peraturan Menteri ESDM No 58/2017 tentang Harga Jual das Bumi Melalui Pipa pada Kegiatan Usaha Hilir Gas. Aturan itu menyebutkan margin penjualan gas turun harus 7%. Selama ini margin penjualan gas bisa mencapai 25%.

    Dan lagi Peraturan Menteri ESDM itu juga tidak mampu membuat harga gas industri bisa turun, apalagi masih akan bisa direalisasikan 18 bulan ke depan sejak aturan itu terbit.

"Keluarnya aturan itu belum bisa. menjamin harga gas industri bisa turun," kata Sekretaris Jenderal Kementerian ESDM Ego Syahrial.

    Sementara itu, Elisa Sinaga, Ketua Umum Asosiasi Aneka Industri Keramik Indonesia (Asaki) mengatakan, klausul Peraturan Menteri ESDM No. 58/2017 itu mengatur tiga harga gas. Yakni harga gas industri, harga gas masyarakat, dan harga gas pengguna transportasi. Tapi dalam persoalan harga gas industri, menteri dapat memutuskan harga gas.

"Nah yang kami mau, gunakanlah klausul itu membentuk sesuai Peraturan Presiden," kata dia.

    Menurutnya, jika melihat Peraturan Presiden No. 40/2016 itu memang meminta harga gas industri US$ 6 per mmbtu.

"Tapi kalau tidak mampu, ya buktikan saja bisa turun dibandingkan harga sebelumnya," ungkap dia.

    Seperti diketahui saat ini harga gas industri US$ 9 per mmbtu sampai US$ 12 per mmbtu
